Specific measureable objectives
This site would be acquired and managed for wildlife habitat. Some grazing and other agricultural activities would be permitted, but only to the extent that they benefited wildlife mitigation goals.
BPA would be credited with appropriate habitat units gained and/or restored.

Underlying assumptions or critical constraints
willingness of seller to sell to the Burns Paiute Tribe. Willingness of the County allowing the Tribe to put the property in trust in-lieu of taxes.

Methods
We will use Oregon Dept. of Fish & Wildlife and U.S. Fish & Wildlife Service Methods.

Brief schedule of activities
1st year (97) acquire property, survey property for fish, wildlife, and vegetation. Develop plan based on information from surveys.
2nd year - Implement programs developed.
3rd & 4th years monitor and adjust.

Biological need
Nesting habitat has declined because of grazing practices. Nest and cover has been removed/cleared for agricultural use.

Critical uncertainties
County, seller and general public might not support project on private land.

Summary of expected outcome
Increased wildlife productivity. Enhance Redband trout in the lower reaches of the Silvies River.

Dependencies/opportunities for cooperation
Owner of the property, proposed for acquisition wants to sell grazing leases on BLM land. BLM could assist with management.

Risks
Target species might not take advantage of the area set aside.

Monitoring activity
Baseline surveys (use federal and/or state survey technic) of present use of fish & wildlife use.
