History
The YKFP has been in the Fish and Wildlife plan since 1982. The Yakima phase of the Project initially included an all stock initiative. There still remains an all stock initiative but nat all at once. The Policy Group=s preferred an all stock initiative. There still remains an all stock initiative but it will be implemented through a phase in process. The Policy Group=s preferred alternative that=s included within the FEIS is to implement the supplementation aspects for Spring Chinook and develop and implement a monitoring plan for the now released coho in the basin. The other stocks will be implemented through a tiering process. The Klickitat aspect of the Project currently is doing fishery surveys, population monitoring, habitat inventory, and engineering surveys of passage barriers in the Klickitat River watershed. This is consistent with the Preliminary Design Report.

Biological results achieved
The technicians were utilized to collect pre-supplementation data. This information will be used as a gauge to the effectiveness of supplementation and to assist in the adaptive management concept.

Specific measureable objectives
1) To test the assumption that new supplementation techniques can be used in the Yakima River Basin to increase natural production and to improve harvest opportunities, while maintaining the long-term genetic fitness of the native salmonid populations and keeping adverse ecological interactions within acceptable limits.
2) To provide knowledge about the use of supplementation, so that it may be used to enhance anadromous fisheries throughout the Columbia River Basin.

Methods
Ten full time and four part time Fisheries Technicians, three Fish Culturists and two Fish Biologists will be retained to assist in field data collection, task/assignments and special fishery related project consistent with the overall objectives of YKFP. The specific tasks /assignments will be determined cooperatively amongst the participating agencies/personnel who need and request their services. These tasks include but are not limited to, operation of the Chandler juvenile fish facility, operation of the Roza adult and juvenile fish facility, spawning ground surveys, coho predation study and assisting WDF&W interaction study.

As part of the annual review process, the data collected by the technicians will be statisticly analyzed to monitor and evaluate the YKFP and its adaptive management concept.

Provisions to monitor population status or habitat quality
With respect to adult salmonids spawning ground surveys (redd counts) are conducted for spring chinook, steelhead (Satus and Toppenish basins only) and coho (around release sites). Adult salmonids are also video monitored at Prosser and Roza dams. Currently, juvenile fish monitoring for all salmonids species occurs at the Chandler Juvenile Facility ( smolts and winter parr outmigrants). Currently, juvenile outmigrant monitoring capabilities are being developed at Roza dam.

Data analysis and evaluation
Data collected will be analyzed and evaluated by the MIPT team of the YKFP.

Information feed back to management decisions
This project is formulated on the adaptive management concept. After the data has been analyzed and evaluated the various scientific committees will make their recommendations to the managers of the YKFP.

Evaluation
The success of the project will be based on the overall survival of the targeted stocks. This includes post release survival, Long term fitness, Reproductive success, and Species interaction.

All uncertainties will be addressed by various scientific committees associated with YKFP.

Increasing public awareness of F&W activities
From its inception the YKFP has been very concerned that the public be aware of its intentions and goals. This has been obtained through the use of the various media groups, holding public meetings and giving tours to any interested parties.

Opportunities for cooperation
The technicians work with other contracting agencies ( WDF&W, NMFS, PSMFC, BOR and various private consultants) to collect data used in the implementation, evaluation and monitoring of the YKFP.
