Primary and secondary data will be available through StreamNet Independant Datasets. Data will be reported in annual technical reports to BPA, available on the Internet. Data may be presented to peer-reviewed journals for publication.

2005 Completed fish and habitat surveys of 9 tributaries and 5 lakes in the Pend Oreille, Spokane, and Spokane Arm of Lake Roosevelt watersheds, conducted stock assessment of Lake Roosevelt white sturgeon. Monitored Harvey Creek kokanee spawning (4th yr of 5).
2004 Completed fish and habitat surveys of Skookum Creek and its tributaries, Box Canyon Reservoir, Horseshoe Lake, upper Kettle River, middle Spokane River and 5 tributaries, and upper Tshimikain Creek and 4 tributaries.
2003 Completed fish and habitat surveys of 5 tributaries and 4 lakes in the Pend Oreille watershed, Spokane/Little Spokane rivers and 9 tributaries, and Tshimikain Creek. Constructed JSAP Unified Database (UDB), data upload utility, and web browser interface.
2002 Completed fish and habitat surveys of 9 tributaries and 6 lakes in the Pend Oreille watershed, Little Spokane River and 5 tributaries including genetic analysis, Spokane River and Nine Mile Reservoir, 6 tributaries on the Spokane reservation.
2001 Completed fish and habitat surveys of 7 tributaries and 7 lakes in the Pend Oreille watershed, 9 tributaries in the Little Spokane watershed and conducted genetic analysis of 5 rainbow trout populations, and 4 tributaries on the Spokane reservation.
2000 Completed Box Canyon Reservoir radiotelemetry study. Completed fish and habitat surveys in Boundary Reservoir and tributaries, Yokum and Halfmoon lakes, Blue, Castle Rock, Oyachen creeks, and four major lakes on the Spokane reservation.
1999 Completed the standardization of sampling methodologies. Completed a genetic analysis of cutthroat trout in the Lower Pend Oreille. Completed analysis of Spokane River existing data. Began conducting standardized fish and habitat surveys.
1998 Constructed data storage and analysis system. Began adressing identified data gaps with the Box Canyon Reservoir migration study. Began an analysis of existing data on the Spokane River System to identify needed research.

Preliminary sampling will focus on staging fish if a tributary acts as a barrier within the confluence due to Lake Roosevelt drawdown or geological limitations. If no barriers are encountered within the confluences then sampling within the tributaries will focus on absence/presence of adfluvial spawners. Analyze/Interpret Data Analysis of burbot stock assessment data, calculation of upper Spokane River redband trout abundance estimate and evaluate estimator assumptions, baseline assessment data for the middle Spokane River, and radiotelemetry data will be conducted annually upo Data from the burbot stock assessment surveys will be analyzed to produce indices of abundance (catch-per-unit-effort), size composition, and age composition. Statistical tests will be conducted to determine differences in each index between sample years. Power analysis will be conducted to determine necessary sample sizes for future burbot stock assessment surveys. The upper Spokane River redband trout abundance estimate will be calculated using an appropriate model. Estimator assumptions will be evaluated using data collected during the project to ensure an unbiased estimate. Indices and statistics related to species composition, abundance (CPUE), age, growth, and condition will calculated. Distances moved by redband trout with transmitters will be determined using GPS data from telemetry locations and ArcGIS software. Seasonal use and migration areas will be mapped using ArcGIS software. We will enhance and update the existing MS Access database system that was created in 2005. Data tables, forms, queries and reports relevant to data from earlier years (as needed) as well as for data collected from the current sampling season will be generated annually. ISRP PRELIMINARY REVIEW (Jun 2, 2006)

Recommendation: Fundable

NPCC comments: The basic design of this project is collaboration; project staff subcontract many work elements with WDFW, STI and CCT. The proposal is well-written and clearly traces the history of the project. Recent efforts have been actively improving the program by a) standardizing and upgrading data collection techniques and experimental design and b) making data more available, primarily on Streamnet. Reviewers note and applaud significant progress. That said, future activities need to begin another upgrade, namely a gradual shift in project justification. In its previous review the ISRP commented that the Panel will be looking for clear descriptions as to how managers are using the data generated, and that comment is being repeated more forcefully here. Project justification must begin to move from the current "fill data gaps" to something more scientifically meaningful, more cost-effective, and more likely to benefit fish, fish habitat, and resource managers. That means a focus on limiting factors, looking for opportunities (especially those that are time-critical) to gather data to help the resource managers actually preserve and restore the most important habitat/populations. Refer to the ISAB's report: A Review of Strategies for Recovering Tributary Habitat; ISAB 2003-2: www.nwcouncil.org/library/isab/isab2003-2.htm. To date, project efforts seem to focus on reporting "activities performed," but should be placing more emphasis on "results obtained." Unfortunately project activities in recent history have largely been to document the invasion of one exotic fish species after another, which seems a fact of life today in the region. Proposed objectives seem reasonable for burbot and redband trout. The planning for, and discussion of, census techniques for proposed Spokane River project seems very well considered. However, the value of diet analysis and bioenergetics modeling for northern pike seems of low management value. Such work has been done repeatedly elsewhere and would not seem needed to assess the situation. Project staff is encouraged to increase their level of publication in peer-reviewed literature in the future.
