Short descriptionStreamNet is a data development & dissemination project that provides data related services to the FWP and the region's fish and wildlife agencies. It obtains, georeferences, standardizes and disseminates specific fish related data from multiple sources
Information transferStreamNet exists specifically to facilitate transfer of data from multiple agencies for regional use in research, monitoring, management, public education, policy and decision-making. Data are obtained from field agencies and other FWP related projects. The primary data sets are standardized to a consistent format across agencies, quality assessed, and georeferenced. The data are made available publicly through an on-line data query system and through interactive map interfaces, accessible through www.streamnet.org. This makes data available from many agencies that are not able to make data available via the web themselves. The project also operates a searchable data archive that houses data and associated metadata directly from field projects in native format, for data types that do not logically fit into the standardized StreamNet Data Exchange Format. Data from StreamNet are used by many state and federal agencies, consultants, universities, planners and other data projects. The data include the primary base data used by the fish management agencies in their management programs, and these are made available for wider use by programs with a larger, regional need or scope of interest. Specific data can be queried from the StreamNet databases, or the entire database can be downloaded. Source documents for all data in the database are provided in the StreamNet Library.

1996 The StreamNet Project continued to perform the functions of CIS and NED. Work continued on developing and using the regional hydrography to georeference data. Over the years work progressed from the 1:250,000 scale to 1:200,000.
1995 CIS and NED were combined to form the StreamNet Project. The data from both systems were combined into a single project subtitled "Northwest Aquatic Information System". The data continued to support regional management and the Protected Areas program.
1994 The CIS continued to serve as a regional database system for anadromous fish data, and NED continued support of the NWPPC Protected Areas.
1993 The CIS continued to serve as a regional database system for anadromous fish data, but administration was transferred to the Pacific States Marine Fisheries Commission. NED continued support of the NWPCC Protected Areas.
1992 The CIS continued to serve as a regional database system for anadromous fish data, and NED continued support of the NWPPC Protected Areas.
1991 The Coordinated Information System (CIS) grew out of the Sub-Basin Planning effort and NWPPC anadromous fish data to establish a regional database system. The NED (a separate project) continued support for the Protected Areas designations.
1990 The Northwest Environmental Database (NED) continued to serve as the support for the Protected Areas designations from the Northwest Power Planning Council.

1988 The project was created from the 1984 Hydro Assessment Study/Pacific Northwest Rivers Study. In 1988 the Northwest Environmental Database (NED) was created to use data from the Rivers Study to designate over 40,000 stream miles as Protected Areas

Comments: Outyear cost estimates are based on inflation and periodic computer upgrades. Actual costs will vary.

Future O&M costs: Cost estimates are based on the assumption of continuing work on existing types of data. Costs could increase or decrease based on additions or deletions of work on specific data types. Unless the types of data are changed, inflation and periodic upgrade of computers is the primary driver of cost changes. Regional requests for compilation of additional data types or specific new data services would change the cost estimates.

Comments: The StreamNet database is envisioned as an ongoing program to serve ongoing management and restoration programs in the basin. The need for annual data updating and ongoing data services will continue into the future. The need for consolidated data across agency lines will likely continue well into the future.

Final deliverables: Ongoing maintenance and updating of a regional database system to serve fish and wildlife related data to regional managers and decision makers and the general public, and ongoing data management services to the Fish and Wildlife Program and projects funded under the FWP.

NPCC comments: The need to standardize data protocols continues. The central role of BPA in funding data collection in the basin should provide a mechanism to require standardization of data reporting, protocols, and methods. The proposal describes past, present, and future features of StreamNet in a subdued manner. It is not clear what the new tasks will contribute to work in the basin. Nevertheless, the importance of having data development and dissemination activities in the basin is clear. The base program is fundable and serves an important role in the Basin. We strongly support expanding the tasks and objectives of StreamNet to provide the most utility to the basin. Unfortunately, adequate information is not presented in the proposal to provide scientific review and fully evaluate the methods, budget, personnel, and infrastructure necessary to accomplish the listed tasks. The sub-proposals are all in preliminary form and do not provide evidence that their proposed activities are well developed. A brief and general project history is presented. The focus is on administrative changes rather than accomplishments. Documentation of results providing information about benefits as a result of StreamNet would strengthen the proposal. It is hard to get a good sense from the proposal whether this many personnel are really necessary to do the information project. The program needs to develop measures of effectiveness and assess its impact in terms of those measures. Use of the services should be documented, and more focus should be placed on outputs rather than inputs. The proposal does not report on user interface. A response is needed to justify ongoing activities and new work elements. In addition, strategies for quality control should be strengthened. A systematic way of evaluating effectiveness is needed. Who are the users? Were these users satisfied? Is tracking software used (e.g., Web Trends)? The sponsors should provide some evaluative performance information to address these questions. The project should have in place a system for monitoring and evaluating its performance. Almost no performance metrics are provided. The ISRP recommends that the project receive an independent project review on the quality of its service delivery.

NPCC comments: The need to standardize data protocols continues. The central role of BPA in funding data collection in the basin should provide a mechanism to require standardization of data reporting, protocols, and methods. However, the sponsor’s response provided reasonable explanation of the position of StreamNet relative to the data standards issue and the difficulties of moving the issue forward based on voluntary agency agreement. The proposal describes past, present, and future features of StreamNet in a subdued manner. Nevertheless, the importance of having data development and dissemination activities in the basin is clear. StreamNet is complex, and the staff is attempting to meet the needs of a diverse audience. As we learned in the 2000 review, this is not easy. Workshops to establish priority needs, better mechanisms to track use and effectiveness, documented QA/QC procedures, moves toward standardization without offending clients (both users and suppliers of data), specific data development on hatchery releases, and other topics that the ISRP questioned appear to be underway and in the right direction. For example, the ISRP encourages the sponsors to complete the draft document describing QA/QC procedures soon. The base program is fundable and serves an important role in the Basin. The ISRP strongly supports expanding the tasks and objectives of StreamNet to provide the most utility to the basin. The “Fundable” recommendation is qualified, however, because the program needs to develop measures of effectiveness and assess its impact in terms of those measures. The project should have in place a system for monitoring and evaluating its performance. The program still needs to develop more in-depth measures of monitoring effectiveness and assess its impact in terms of user satisfaction. Use of the services should be documented, and more focus should be placed on outputs rather than inputs. A systematic way of evaluating effectiveness is needed. Who are the users?
