BPA 198402100 John Day Habitat Enhancement The ODFW effort focused in the past on instream habitat restoration and most recently on riparian recovery through riparian corridor fencing. Our proposed projects are complementary since many are located within past ODFW project areas; consequently instream and riparian habitat restoration components have already been completed. Completion of the water quality related projects, therefore, may have a significant cumulative beneficial effect.
BPA 199306600 Oregon Fish Screens Project The Oregon Fish Screening Project #9306600 is generally affected through implementation of the John Day Watershed Restoration program. Irrigation screening began in the late 1950s and continues under the BPA fish screening and passage improvement program. In some cases, the proposed projects reduce the need for fish screens by providing alternative measures or by converting flood diversion to pumping stations. In other situations, the effectiveness of the screening device is enhanced through reconfiguration of the diversion structure. Project construction schedules are coordinated between the ODFW and Tribes/GSWCD in order to avoid any potential conflicts and to maximize cost effectiveness.
BPA 200001500 Oxbow Ranch Management The Watershed Restoration Program has funded and implemented several restoration projects on the conservation area. The Oxbow C.A. is the site of several permenent transects for monitoring of project effectivness.
BPA 200104101 Forrest Ranch Management The program office is located on the Forrest Conservation Area and works closley with the staff to develope restoration projects. The Watershed Restoration Program has funded and implemented several restoration projects on the conservation area. The Forrest C.A. is the home of the Restoration programs Native plants nursery that is used to plant capital investment sites as well as riparian fencing sites.
BPA 200203300 John Day Recovery Monitoring The program works closly with the Salmonid Monitoring Program by data sharing on water quality, stream surveys, thermal profiles and varius other monitoring.
BPA 200205100 Sub Basin Planning The program manager for this project has been active in the subbasin planning process and continues to work on the prioritization team. Techs from the program have assisted in data imput for the EDT process and QHA ratings.
OWEB - State 204-052 North Fork John Day WSC Suppor We have work with the NFJDWSC on various projects in the past years, including mine tailing and habitat restoration and look forward to continued partnerships. They have supported OWEB juniper control grants in 2002/3 and OWEB Beaver enhancement grants in 2000.
OWEB - State 205-201 Wheeler SWCD Project Assistanc We are currently working with the Wheeler SWCD to accomplish passage projects in the Butte Creek drainage and are looking forward to continuing the cooperative management of lower and mid John Day projects.

ISRP PRELIMINARY REVIEW (Jun 2, 2006)

Recommendation: Response requested

NPCC comments: Chinook Mid-Columbia ESU, Steelhead Mid-Columbia ESU in addition to a range of wildlife and resident fish should benefit from this project. The project is tied to the limiting factors identified in the subbasin plan: stream flows, water temperature, passage, channel stability, sediment loads, habitat diversity, predation, harassment, and oxygen. It is also relevant to the 2000 BiOp RPAs, 2000 and 2003 modifications to the Fish and Wildlife Program, the John Day Subbasin Plan, BOR Water Optimization Plan for the Upper John Day, Wy-Kan-Ush-Mi Wa-Kish-Wit, and the CBFWA Integrated System Plan for Salmon and Steelhead Production. The project is linked to others doing watershed research and restoration in the subbasin. It specifically references the ODFW habitat restoration work, the ODFW fish screening project, the Oregon Water Trust, and the SWCDs. It would be helpful to have proposers clarify objectives and work elements, with rationale for priorities and work distribution. Objectives seem reasonable but are not associated with timelines or metrics. The sponsors are involved in a variety of activities and subcontracts, and it is difficult to discern how priorities are developed. Work elements are somewhat difficult to track and are described in varying detail (e.g. monitoring is described in detail, while work elements associated with "restore habitat diversity, improve water efficiency are not described). Most descriptions are general. The proposal would benefit from more presentation of biological results achieved thus far. A description of project history and activities, with summaries of habitat improvements resulting from projects is provided but it is not well quantified or evaluated. Monitoring is a component of the objective "improve and monitor water quality and project effectiveness." Examples are provided of both qualitative and quantitative monitoring that is conducted. The quantitative monitoring is better described. Monitoring is done both by this project and in cooperation with other projects.


ISRP FINAL REVIEW (Aug 31, 2006)

Recommendation: Fundable

NPCC comments: This project would benefit from a program level review with a site visit following, perhaps, distribution of a ten-year summary report in 2008 of their biological and physical habitat results. The explanation for priority setting and reference to priorities in the Subbasin Plan is brief but reasonable. The sponsors go beyond just prioritization by opportunity. Their prioritization process works out two ways: they evaluate projects that come forward against their prioritization, and they actively pursue actions in priority areas. Nevertheless, this project was hard to review because many of the proposed actions aren't well described and by the next review cycle, those actions will have been implemented. A more explicit description of the criteria used to prioritize projects would be beneficial and should be documented by the next review cycle. A flow chart describing proposed activities from prioritization to monitoring to adaptive management would be helpful. The sponsors provided sound bites of results but didn't provide the data or graphs supporting the results. Although this is a good first step, the ISRP is in the position to have to take these statements at face value. Some context should be added to the data. The sponsors can make more of the data that they do have. They should incorporate better reporting in their next annual report. Much of the proposal’s focus is for benefits to the range system, with some benefits to fish; however, this is a balanced approach for activities ongoing in the John Day Basin. Objectives as taken from the Subbasin Plan are reasonable, but in future the sponsors should make more effort to include these and priority areas in their proposal in measurable form. The response to why detailed information is not available on all work elements (projects in development) was somewhat reasonable, provided that there is some mechanism for review of work plans as they are developed. However, even in the development stage, projects should have relevant design detail to report. Research design can't be only opportunistic. Narrative summaries of biological outcomes of ongoing work were presented. These would have enhanced the proposal and should have been included with supporting data and interpretive evaluation. The project should routinely monitor and report these types of response measures. Much more emphasis should be given to the analysis and interpretation of these indicators in future proposals.
