Section 5. Relationships to other projects

Funding sourceRelated IDRelated titleRelationship
BPA 199705000 Little Naches Riparian Channel This project attempted to provide habitat diversity in segments of the Little Naches River where road armoring (rip-rap) had simplified channel complexity and diminished holding/resting areas. This project improved migratory conditions for steelhead and salmon moving to more favorable spawning conditions in the upper watershed. Another BPA funded project in 1987 (not listed in project ID list), constructed a fish ladder around salmon falls on the Little Naches River, improving access to 17 miles of habitat and favorable spawning areas. That project improved anadromous fish access to stream reaches proposed for acquisition in this grant request.

Section 6. Biological objectives

Biological objectivesFull descriptionAssociated subbasin planStrategy
Protect Functioning Habitat Through Purchase By acquiring these parcels, about 5.5 miles of streams can be permanently protected under federal management. Two stream reaches within these parcels had the highest steelhead redd densities in the Naches River drainage in 2005. Yakima To ensure the long-term persistence of viable populations of naturally produced steelhead distributed across their native range. Protect a major spawning area from threat of timber harvest/road building and potential recreational home development.

Section 7. Work elements (coming back to this)

Work element nameWork element titleDescriptionStart dateEnd dateEst budget
Conduct Pre-Acquisition Activities Environmental analysis, land appraisals, or development of conservation easements. Wenatchee National Forest (WNF) would prepare title documents, conduct timber cruising, appraisals, mineral reports, complete ESA consultation, and attempt to purchase mineral estate from Burlington Resources. WNF would conduct land appraisals on acquisition tracts or contract those services. 10/1/2006 9/30/2008 $190,000

ISRP PRELIMINARY REVIEW (Jun 2, 2006)

Recommendation: Not fundable

NPCC comments: This is a two-paragraph proposal to acquire 2560 acres of Plum Creek land with about 5.5 miles of streams. The narrative is incomplete, with only the section on Personnel being filled out, so there is insufficient information to evaluate it. The form provides some useful information, but even though this is primarily a simple land purchase, there needs to be some real background, justification, and estimates of potential benefits provided. Sponsors are directed to proposal 200719400 as a model proposal for a similar such land acquisition proposal in which the background and justification for the purchase is well done.
