Links to the ISAB webpage are also on NOAA's NWFSC and CRITFC websites. ISAB report summaries are occasionally published in peer review journals. Findings from ISAB reports are presented to the public and decision-makers at Council meetings and to peers at professional society meetings such as those of the American Fisheries Society.

2005 Completed 7 reviews including reviews of the AHA model, the Council's draft research plan, and the viability of ESUs. The ISAB's primary accomplishment was completing its review of harvest management.
2004 Completed 4 reviews including reviews of reservoir operations/flow survival, a draft Action Agency and NMFS RM&E plan, and foremost, with the ISRP, subbasin plans.
2003 Completed 4 reviews, 3 of which were major: salmon and steelhead supplementation, tributary habitat recovery strategies, and flow augmentation.
2002 Completed a review of Giorgi's report on mainstem passage strategies (transportation, spill, and flow augmentation). Conducted a large part of supplementation, tributary habitat, and flow augmentation reviews.
2001 Completed 7 reviews including reviews of salmon recovery strategies, the role of hatchery surplus, models (PATH, CRI, EDT, ICBEMP, COHORT), Lower Snake River flow augmentation studies, emergency spill, and 2000 FWP biological objectives.
2000 Completed 5 reviews including reviews of Council's Artificial Production Review performance standards, The Dalles spill research program, and the impact of estuary conditions on the FWP. Conducted most of Model Synthesis Review (2001).
1999 Completed 7 reviews requested by NMFS, the Council, and Congress including reviews of the Corps Capital Construction Program (adult passage and scientific overview) and NMFS's Anadromous Fish Appendix, as well as scientific synthesis of recovery plans.
1998 Completed 8 reviews requested by NMFS, the Council, and Congress including review of the Corps Capital Construction Program, PIT tag workplan, and the Multi-Species Framework Scientific Principles.
1997 Completed 8 reviews requested by NMFS and the Council including reviews of downstream passage for salmon, PIT Tag research, NMFS Waiver of Dissolved Gas Standard, ecological impacts of BiOp flow provisions on Hungry Horse and Libby resident fishes.
1996 The Independent Scientific Group (ISG), the precursor group to the ISAB, completed a review of the Columbia River Basin Fish and Wildlife Program. NPPC Report 96-6 by the ISG: Return to the River.

BPA 199702300 Independent Scientific Review The ISAB has a complementary relationship with the Independent Scientific Review Panel (ISRP). The ISAB and ISRP each provide unique services to the region. NMFS, the Council, the Tribes and the region request specific ISAB reviews that tend to focus on highly politicized scientific issues, the framework of the Council’s FWP, and aspects of NMFS’s recovery planning efforts. The ISRP evaluates the scientific soundness of individual proposals in the context of the FWP and makes recommendations on matters related to those proposals, including how those proposals collectively and individually benefit fish and wildlife.

Provide independent scientific review and advice. Provide independent scientific advice and recommendations on issues related to regional fish and wildlife recovery programs under the Northwest Power Act, the Endangered Species Act, and tribal treaties; to foster a scientific approach to fish and wildlife recovery; and to ensure the use of sound scientific methods in the planning and implementation of research related to these programs. The ISAB's contribution should ultimately lead to a more effective and efficient recovery and mitigation effort with measurable biological benefits. None The ISAB is an integral part of the 2000 Fish and Wildlife Program; see Implementation Provisions, Section B. Independent scientific review: www.nwcouncil.org/library/2000/2000-19/frame.htm. The ISAB participated in the review of subbasin plans.

Comments: This is an ongoing project called for in the Fish and Wildlife Program that is funded on an annual basis. It does not have a termination date, but could be terminated at any time by agreement of the Council, NMFS, and the Columbia River Indian Tribes.

Final deliverables: The ISAB regularly completes and distributes reports.
