ISRP PRELIMINARY REVIEW (Jun 2, 2006)

Recommendation: Not fundable

NPCC comments: This is an inadequately written proposal to compare costs of irrigation alternatives under dam breaching. It proposes to do work that would be a routine component of a NEPA analysis conducted by federal agencies if dam breaching were proposed. No explanation or itemization of the $10k budget is provided. The background section duplicates information presented in other proposals from this sponsor. Summary details of current shipping volume and levels of subsidy are provided. The proposal's single objective is to investigate the concerns surrounding the loss of waterborne transportation if the Lower Snake reservoirs were removed. Methods are described in inadequate detail and consist primarily of obtaining information from various transportation industries and agencies. Details on methodology to be used to determine which products or commodities would no longer be cost-effective to produce in the absence of the Lower Snake reservoirs are not provided.
