Comment:

This proposal does not address imminent risks to ESA stocks by offering direct on-the-ground benefits with one-time funding. A science program is not adequately defined. The proposed activity is for coordination and an ongoing task. The proposal fails to adequately describe how stocks of spring chinook would be identified.
