Comment:

This is a very good proposal that meets most of the Council's criteria. The project is a continuation of Ochoco National Forest's efforts to remove barriers to fish passage and improve water quality and will open up 2 miles of fish habitat. The proposal provides direct on-the-ground benefits to ESA listed individuals in Badger Creek that flows to Mt. Creek to Rock Creek to the John Day River. The proposal includes good support by the Ochoco National Forest, is recommended by a Watershed Analysis, and long term O&M and M&E are apparently funded by the Ochoco National Forest. Furthermore, the project appears to be very economic for the benefits to be gained. However, the proposal does not provide stock status data or a map of the location of the effort. They should consider potential impacts on native resident stocks if any are present above the culverts.
