Other budget explanation

Estimates for FY2004-07 assume less cost share will be available. Continued cost sharing with the City of Portland, Portland General Electric, and others as appropriate will be pursued, and may result in reductions of BPA-funding requested. Field work as part of Task 1e will be conducted from 2004-06. Radio telemetry (Task 1c) will be completed by 2005.

Comment:

A worthwhile project that will improve understanding of lamprey abundance and distribution in the Willamette River, possibly the major production area for lamprey within the Columbia Basin. The sponsors need to address the following issues in the response loop:

  1. In sampling nearshore habitats in the lower Willamette, what is the justification for transects 10m in length? Has a backpack electroshocker been tested for effectiveness in sampling lamprey in these habitats?
  2. The sponsors propose to radio tag 40 adult lamprey below Willamette Falls in summer 2002 and monitor movement during the subsequent year. Based on tag detections the previous year, the ISRP is concerned that 40 tagged fish will be an insufficient number to provide reliable information on movement and to meet the proposed objectives. The sponsors should decide how many tags are necessary to provide reliable information on movement and revise the proposal and budget appropriately.

Comment:

There was confusion among the Lamprey project sponsors as to where lamprey project would be funded. Due to the development of a Lamprey Program Summary, the project sponsors understood that the project would be funded in this "province". Project 35008 should be funded first to coordinate lamprey research and monitoring activities, and determine the appropriate sequence for initiating new projects. Funding could be initiated in the outyears.

Comment:

Fundable. Response adequate. We agree with the CBFWA review and "high priority" ranking. The Willamette may be a major, or the major, production area for lamprey in the Columbia Basin, but, currently, very little is known about specific utilization of the Lower Willamette. This project should provide useful information concerning lamprey distribution and abundance in the Willamette. The sponsors adequately addressed the ISRP's concerns.

If funded, this project should be coordinated with other monitoring projects to ensure compatibility of objectives, common methods, and protocols. This coordination could be accomplished under the favorably reviewed CBFWA proposal #35033.
