Comment:

Generally fundable -- the proposal deserves high priority -- but a response is needed. The proposal includes a Monitoring and Evaluation component. However, more detail should be given on study design and determination of sample size. The power to detect important "failures", etc. should also be given. Are there quality control standards in place for performance of such devices?

An evaluation should be done to determine the extent of cost share by GPUD and the USBOR for operating the monitoring systems. It is not appropriate for the F&W Program to pay the full price of the monitoring system that is applied at non-BPA dams. This project meets RPA 194 of the NMFS BiOp. This project was spun off of Project Number 198331900 in 2001 to separate Adult monitoring technology.

Comment:

The costs for the "ISO Adult PIT Interrogation System Installations" are based upon the implementation schedule discussed in regional planning forums. Costs could be deferred by making a decision to delay deployment of Adult PIT tag installations on a site by site basis. Some funds have been identified as cost share. I do not recommend removing this cost from that of the overall project. The reason for this is that the Corps of Engineers plans for installation are different from the installation assumptions made in the proposal. For example, at Ice Harbor, the proposal assumed four PIT tag detectors located at the counting windows of the Ice Harbor fish ladders. The Corps decided not to pursue the counting window approach due to technical difficulties, and have instead opted to install detectors in the weirs. This approach doubles the amount of electronics required and makes the antenna cost increase by a substantial amount.

Fundable. Agree with CBFWA's Core Program ranking. The ISRP preliminary comments asked for more detail on quality control, study design and determination of the sample size and power. The response addressed these issues satisfactorily. If funded, this project should be coordinated with other monitoring projects to ensure compatibility of objectives, common methods and protocols. This coordination could be accomplished under the favorably reviewed CBFWA proposal #35033.

Statement of Potential Biological Benefit
Benefits are indirect. Adult PIT tag interrogation system will allow assessment of adult performance standards and will allow assessment of critical adult passage issues such as interdam loss, delay and fallback.

Comments
This is an important step in determining biological performance standards for adult migrants and for reducing handling of adults by reducing the need for massive radio tag studies. Also implements ITS 10.5.1.6.

Scope of project and budget have been reduced based on regional discussion on priority of new adult PIT Tag facilities at Bonneville and John Day Dams. NPCC recommended capitalizing all costs associated with this project. This project does not meet criteria for capitalization; project does not provide a future benefit to BPA that would last for 15 years or more.
