Schedule Constraints: The NPT has acquired 760 acres todate with 10,000 acres as the mitigation goal. Availability of willing sellers in the future will effect acquisition rates and the need for future surveys.

Comment:

Recommendation: Defer decision to BPA (no scientific recommendation). The issue of responsibility of BPA or NPT for cultural resource surveys, and how it depends on the history of funding in this particular case, are administrative, not scientific, issues. These are not amenable to scientific review.

Comments: This proposal lacks adequate description of activities to be conducted. A cultural resource survey may well be needed, but more information is needed on what cultural resources are at stake, how they are surveyed, and what happens with the information from the survey. There is not enough information presented to determine how the cultural resource survey would be conducted and if it would follow established survey protocols. Cultural resource surveys will be supervised by the tribe archaeologist, but the target species listed are birds and mammals. Are birds and mammals a problem? Reviewers cannot tell from the proposal whether Kronemann is an archaeologist.
