Recommendation: NA - Umbrella Proposal

Comments: The umbrella proposal gives little information to help reviewers understand the program it represents. It is impossible to evaluate the scientific merits of this project without more information to support the basic assumptions and assertions. There is no technical or scientific background section and the proposers have poorly defended the need for the project. The proposal gives little evidence that the Imnaha was ever important to anadromous fish, and no evidence that it is important to other species. It also provides no evidence that its ability to support wildlife has been compromised. The proposal states that activities in the subbasin "are not thought to be major limiting factors on fish production."
