Comments: Even though it is claimed that the projects are non-discretionary, the projects should be reviewed for their technical and programmatic merit. The desire for "independent information" further fragments the data collection, data storage, and data analysis efforts that actually need more cohesion and better coordination.

Justification for Non-Discretionary projects. No unified theme for these projects. Some of the individual projects should be reviewed in conjunction with other "umbrellas." It would have been useful to have an umbrella for Non-Agency/Tribal PATH proposals.
