Schedule Constraints: Hatchery water shortages and low egg availability may restrict the number of experiments conducted each year. Risks to Snake River stocks are unknown. Poor adult returns and low tag recoveries may necessitate additional releases.

Recommendation: Fund in part at reduced level. Incorporate internal hatchery monitoring into routine operations. Establish termination dates for some proceduresComments: Enough information now exists to make a decision about oxygen supplementation (Michigan raceways) without any further studies. There comes a time to make a decision. The monitoring and evaluation procedures described within the hatchery are routine, and ought to be a part of normal operations (e.g. monitor hatching success, growth, fish health, DO and temperature). The hatchery personnel should be collecting the information and a regionally coordinated body should be evaluating the data. The number of full time personnel requested in this proposal seems high. The Michigan raceway study takes one-third of the project budget and offers to produce little or no additional information that would affect a decision. Straying rates of these hatchery fish ought to be discussed. It is not clear that "acclimation" is accomplishing its objective; perhaps alternatives should be explored or acclimation omitted. The level of proposed field monitoring seems high. Standardized procedures should be established that are coordinated regionwide. The analysis needs to be tied to a decision analysis framework that addresses both naturally produced and hatchery fish.

Fund existing activities. See programmatic recommendation for Umatilla and Walla Walla under project 8903500. Reviewers noted that a thorough response was provided that added to the justification for this work. However, an ability to detect a difference in raceway performance with respect to improving survival remains doubtful due to the variable nature of returns and uncertainties in survival estimates. Differences would have to be very large to be detectable.Comment:
