Schedule Constraints: The only constrains that may cause schedule changes or delays would be the problem of hiring a qualified FTE to participate in meetings. Also, the problem of possibly not being able to find sufficient juvenile fish for release.

In reintroducing salmon and steelhead to the Owyhee River the Tribes hope to begin work in persuading IPC to help make Hells Canyon Dam accessible to migrating fish. IDFG states in their response to the relicensing of Federal dams that the feasibility of reintroduction above Hells Canyon should be examined on a multi-project basis. The Tribes want to take the lead in reintroduction and believe we have the resources to initiate such a project. As of now there are no anadromous fish above Hells Canyon, with this fact, we feel that IPC is not concerned with improving this dam. It is the Tribes plan to have anadromous fish above Hells Canyon Dam and Owyhee Dam, and we will work to see this goal become reality, whether it is ten years from now or 100 years from now. We hope to work with BPA and IPC towards this goal and do it in the most cost efficient and beneficial to all parties involved. By releasing smolts on the Reservation we will determine timing to the ocean and then set up a model to determine the best time for future releases in this area. We propose to release PIT tagged juvenile salmon in the Owyhee River and Mary's Creek to determine outmigration time to the ocean and to monitor these fish to see if any begin the return journey. Also as part of this project we will hire a full time employee to attend pertinent meetings in order to keep and BPA updated on our progress.
