Biological Outcomes of this project: Our restoration and educational efforts have been designed to place the watershed on a healthy trajectory towards long-term development and stability of habitat for aquatic life and wild steelhead production. Although many of the biological outcomes are expected to take place over the long term and depend on conditions outside the watershed (e.g., mainstem Columbia River conditions, passage at Bonneville Dam, estuary conditions, and ocean conditions), our activities are expected to increase aquatic productivity, to improve upstream and downstream passage of steelhead, to increase likelihood of escapement of adult steelhead, and to increase the likelihood of survival of steelhead progeny. Some specific actions that will promote these outcomes include: Increase the quality, availability, and connectivity of stream habitat · Restore fish passage conditions at low flows · Provide safe and efficient passage at Hemlock Dam · Increase lower bank channel stability (to 80%) · Increase stream shade (to 70%) · Decrease stream temperature (< 16*C) · Decrease channel width/depth ratio (<15) · Reduce substrate fine sediment composition (<15%) · Increase large woody debris component (> 80 pieces/mile) · Increase LWD recruitment potential (80% of historic value) · Reduce road densities and related fine sediment (< 2 mi/sq.mi.) · Restore native riparian community function and vigor to historic levels
Biological Data: The available data includes: 1. Steelhead smolt data from the seasonal operation of smolt traps on the mainstem and key watersheds (three traps:1995-present; additional trap: 1998-present) providing annual data on: smolt population estimates, run time, length/weight frequencies, and age composition. 2. Steelhead early life history data available within each of three sub-watersheds: Panther, Trout, and upper Wind systems (mid-1980s and 1996- present). 3. Water temperature data obtained from a network of data loggers (1996-present; 31 temperature loggers maintained at present). 4. Historical air and water temperature data available from select sites. 5. Adult population and life history data available from operation of Shipherd Falls fish ladder (1999-present), Hemlock Dam on Trout Creek (1989 - present), redd surveys (1985-present), and snorkel surveys (1988-present). 6. Water quality data from 17 baseline (1974 -present) including: nitrate/nitrite, pH, dissolved oxygen, total and fecal coliform, turbidity, conductivity, temperature, and total phosphorus. 7. Channel geometry data from “analog” stream reaches and treated reaches including: hydraulic radius, belt width, meander length, sinuosity, channel profiles and cross section, and width/depth ratios (1997-present). 8. Streamsides elevations obtained from full station cadastrial surveys measured at select restoration sites. 9. Physical stream survey habitat conditions (1989-present) covering approximately 150 miles including: large woody debris, habitat types, stream depth, width/depth ratios, substrated composition and riparian vegetative structure and composition. 10. Photo points taken at select restoration sites documenting physical modifications 11. Air photo time-sequence data (various years 1930s - present) and low elevation flight lines (various years 1995-present) 12. Land management and aquatic mapping data (1930s - present) including: vegetative types, seral stage, transportation systems, administrative sites, and stream class. 13. Riparian vegetation data from survival plots measuring mortality and growth (1996-present). 14. Stream discharge data from USGS gage on Trout Creek (1944-48, 1995-99) and mainstem Wind River (1940s, 1970s, and 1990s)

Reason for change in estimated budget

Our forecasted budget has decreased 31% in response to our project never having been funded at the requested level (e.g., our FY2000 request was $1,385,712, but we were awarded half that at $553,700). This was distributed among the four cooperating agencies: UCD=$68K, USFS=$166.5K, WDFW=$117.2K, and USGS=$202K. The difference between our FY2001 request of $658,532 and the amount received in FY2000 is $104,832, and the proposed distribution for FY2001 is: UCD=$74.9K, USFS=$255.1K, WDFW=$129.0K, and USGS=$199.6K. Type and cost of proposed work is similar to last year, with each cooperator requesting similar amounts (+/- 10%), but with the exception of a larger increase for USFS, which is largely associated with NEPA work for evaluating Hemlock Dam modifications.
