Explanation or Additional Information: PRESCHEDULE to purchase a wildlife easement on the Zena property in the Willamette earlier than scheduled.

Located in the Eola Hills in northeastern Polk County, the 1,466-acre Zena property is comprised of oak woodlands, upland prairies, wet meadows, riparian forests, and mixed conifer forests. These landscapes provide habitat for multiple wildlife species as well as various rare, threatened and endangered plant species, such as Kincaid’s lupine, Nelson’s checkermallow, and Willamette Valley daisy. The headwaters for the Rickreall, Yamhill and Spring Valley watersheds are all located on the Zena property. The Rickreall and Yamhill Watersheds contain coastal cutthroat, Pacific lamprey and federally-threatened Upper Willamette steelhead.

FY 2007 was $3,600,000. With this "preschedule" of $3,900,000 from FY2007, it will increase to $7,500,000. This revised FY07 budget will allow for the purchase of the Zena easement and the purchase of an easement on the Lonestar Ranch, which is close to closing.

Note: This preschedule covers a portion of the cost associated with the Zena easement. The remaining cost will be covered by the within-year request that has been submitted.

Shifting entire schedule
(i.e., deferring some FY 2007 activities to FY 2008 to avoid doubling up on activities this year)
Later purchase would put extra pressure on the FY08/FY09 capital budget. Preference is to make this purchase in FY07 for high quality habitat.
