Purchase Willow Grove and Knappton Cove  9/15/2006  9/14/2007  9/15/2007  9/14/2008  The landowners have been hesitant and additional time is required to close the transactions. The time and effort required to negotiate the land acquisitions was greater than anticipated and the current landowners seem prepared to initiate the sales to Columbia Land Trust.  $398,130  With a rescheduling of the funds, more time will be available to work with the landowners to acquire the property. Additional time will allow BPA to complete its due diligence and public involvement process, and for Columbia Land Trust to complete the transaction. 

Please explain why the following alternative funding solutions are not feasible and would jeopardize the project:
Reducing existing scope of project
(i.e., eliminating some activities planned for FY 2007 to accommodate the FY 2006 activities)
The rescheduled tasks are land acquisitions and the possibility of partial or reduced acreage acquisition does not exist.
Shifting entire schedule
(i.e., deferring some FY 2007 activities to FY 2008 to avoid doubling up on activities this year)
These land acquisitions are part of the Estuary Partnership's Habitat Restoration Program and distinct habitat projects are chosen each year so projects can not be shifted to out years. This program restores habitats to maximize on-the-ground actions of the Counci's Fish and Wildlife Program in support of the estuary restoration component of the Bi-Op. Rescheduling these projects is necessary to close the transaction and accomplish the land acquisition. The process of appraisal (and re-appraisal), due diligence and negotiation has taken longer than anticipated and the landowners appear ready to sell the property for conservation.
