Explanation or Additional Information: The current contract end date is September 29, 2007. We will need to extend the performance period for the project, partly due to the late start. The project should be evaluated after the winter, with potentially necessary adjustments to be made in the spring of 2008, and a period of time to conclude the project thereafter. The end of August next year should be sufficient.

The Bureau of Reclamation, who was responsible for design, did not provide the final design and budget for the project until April of 2007, about 4 months after it was supposed to be submitted. The project sponsor issued the construction contract as soon as possible on June 19, but is was not enough time left in the contract period to complete the project.

Rescheduling some of the funding will also allow the sponsor to monitor the project next summer, do additional riparian planting, and fix any problems which may arise from next spring's high flows.

Please explain why the following alternative funding solutions are not feasible and would jeopardize the project:
Reducing existing scope of project
(i.e., eliminating some activities planned for FY 2007 to accommodate the FY 2006 activities)
This project straddles two properties, one private and one owned by WDFW. Work on the WDFW property will be finished before the deadline but not on the private property. Currently, the private property owner is not at home and will not return until after September 30. The property owner will not grant access to his property unless he is present.
Shifting entire schedule
(i.e., deferring some FY 2007 activities to FY 2008 to avoid doubling up on activities this year)
The private property owner will not allow access to his property past the summer of 2008. Furthermore, delaying the project will result in increased labor, material, and fuel costs.
