Explanation or Additional Information: Pre-restoration monitoring at Sharnelle Fee and the reference site were completed prior to the breach that required project management, fiscal administration, and monitoring funds.

Completion of the necessary repair cannot occur this year due to weather constraints that preclude safe and effective working conditions on the site and the end of the 2007 in-water work period.  $113,274  The adjacent levee will be reinforced early in the 2008 in-water work period and then the other restoration tasks can be completed on time.  

Please explain why the following alternative funding solutions are not feasible and would jeopardize the project:
Reducing existing scope of project
(i.e., eliminating some activities planned for FY 2007 to accommodate the FY 2006 activities)
If the scope is reduced, the restoration will not occur. There are two primary restoration tasks: reinforce the adjacent levee and tidal restoration activities including ditch filling, swale excavation, and the Sharnelle Fee dike breach. The Sharnelle Fee dike breach cannot be completed until the adjacent levee is reinforced.
Shifting entire schedule
(i.e., deferring some FY 2007 activities to FY 2008 to avoid doubling up on activities this year)
This restoration project is part of the Estuary Partnership's Habitat Restoration Program and distinct habitat projects are chosen each year so projects cannot be shifted to out years. This program restores habitats to maximize on-the-ground actions of the Counci's Fish and Wildlife Program in support of the estuary restoration component of the Bi-Op. Rescheduling this project is necessary to complete the Sharnelle Fee dike breach and accomplish all of the related restoration tasks. The reinforcement of the adjacent landowner's levee has taken longer than anticipated so restoration tasks will not be complete in the 2007 in-water work period and it is now necessary to complete all of the restoration tasks in the 2008 in-water work period.
