Construction of Maintenance Shop with temporary living quarters.  1/1/2007  12/31/2007  1/1/2008  12/31/2008  Funds not allocated until 7 months into contract period and change in site location due to cultural artifacts discovered. Current shop inadequate for properly maintaining and storing hatchery equipment. Temporary living quarters needed for security. Only 1 residence currently on site.  $87,500  Time and site location. 

Please explain why the following alternative funding solutions are not feasible and would jeopardize the project:
Reducing existing scope of project
(i.e., eliminating some activities planned for FY 2008 to accommodate the FY 2007 activities)
Reducing the scope of the project would not alleviate the problems with inadequate shop space for maintaining and storing hatchery production equipment. This work would have been accomplished in 2007 if funds were available at the beginning of the contract period, however funding was not added to the contract until 7 months into the performance period.
Shifting entire schedule
(i.e., deferring some FY 2008 activities to FY 2009 to avoid doubling up on activities this year)
It would be unfeasible to defer the work since it can be accomplished in 2008.
