Explanation or Additional Information: This is a reschedule of project funding. Non-contract costs that could not be completed in FY07 will now be completed in FY08.

Please explain why the following alternative funding solutions are not feasible and would jeopardize the project:
Reducing existing scope of project
(i.e., eliminating some activities planned for FY 2008 to accommodate the FY 2007 activities)
The sum of the project funding for FY07-09 is necessary to meet the 35% cost-share requirement of this project. To eliminate scope would mean not meeting BPA's portion of the project, severely diminishing its effectiveness or potentially halting it completely.
Shifting entire schedule
(i.e., deferring some FY 2008 activities to FY 2009 to avoid doubling up on activities this year)
The primary purpose of the BPA funding on this project is to secure conservation easements upon which the Corps of Engineers will perform the habitat restoration. Being able to purchase an easement when a landowner is ready or willing to sell is critical to the success of this project. That was not the case in FY07. However, the landowner is now willing and the project can move forward, so it is being asked that the FY07 funds be made available in FY08. This won't create a doubling of efforts, but will allow certain activities to go on simultaneously instead of linearly.
