Please explain why the following alternative funding solutions are not feasible and would jeopardize the project:
Reducing existing scope of project
(i.e., eliminating some activities planned for FY 2008 to accommodate the FY 2007 activities)
Our reshedule request is to use funds earmarked for actual project implemenattion one month past our current contract end date. Eliminating tasks would be synonomous with eliminating implementation altogether, the opposite of our desired outcome.
Shifting entire schedule
(i.e., deferring some FY 2008 activities to FY 2009 to avoid doubling up on activities this year)
Implementation is the only task remaining to complete. Implementation can only occur in a narrow work window betwwen July and Septemeber because activity in the target drainage is otherwise prohibited in part to protect a variety of wildlife, including migratory bull trout. Deferring tasks simply puts implementation off another year until the July-September work window opens once again.
