Explanation or Additional Information: BPA is requesting a $50,000 "pre-schedule" of FY 09 funds to FY 08 for completing a cultural resource study. The Washington State Historic Preservation officer (SHPO) has requested that BPA prepare a "Context Statement" describing historical irrigation features in the Yakima Basin that might be affected by future YTAHP actions. That request was borne of the concern that individual action reviews (the way it's done now) constitute a piecemeal approach that prevents considering the full context of historic basinwide irrigation development. The context statement, when completed, will allow the SHPO to determine in advance which of the 50 or so individual actions planned for the next 3-5 years are eligible for inclusion on the historic register. Those that aren't eligible will have their historic resource compliance complete; those that are will undergo further analysis and mitigation strategies. BPA has worked with the sponsors to identify possible work over the next few years and we have obtained several cost estimates from prospective contractors. We believe the Context Statement can be procured for $50,000 (NTE). This will be a direct project cost rather than one covered by overhead because it must be acquired through outside contracting.

Please explain why the following alternative funding solutions are not feasible and would jeopardize the project:
Reducing existing scope of project
(i.e., eliminating some activities planned for FY 2008 to accommodate the FY 2007 activities)
The pre-schedule will displace some amount of projected 09 implementation work, probably somewhat less than $50,000 because using the Context Statement will save some action-specific work.
Shifting entire schedule
(i.e., deferring some FY 2008 activities to FY 2009 to avoid doubling up on activities this year)
FY 08 funds are already awarded and unavailable for this use. However, BPA and the Washington SHPO desire to have the Context Statement in place prior to FY 09 implementation in order to make that process proceed more smoothly.
