Explanation or Additional Information: 200740000 is a project that combines several Chelan County Natural Resource Department Updated Proposed Action (UPA) projects to address metrics for the FCRPS HIP BiOp, including UPA Wenatchee Access (originally 200728300), UPA Wenatchee Passage (originally 200704200) and UPA Nason Oxbow (originally 200708500). These projects were combined from several expense accounts into one capital account. This reschedule request will address the UPA Wenatchee Access (contract number 37517) and UPA Wenatchee Passage (contract number 37821) contracts. The Chelan County Natural Resource Department is requesting that $1,040,315 be rescheduled from FY2008 to FY2009.

The UPA Wenatchee Access and UPA Wenatchee Passage proposals were a part of the 2007-2009 NPCC solicitation process. Contract implementation was delayed to 2008 given the number of contracts for implementation and to ensure time to establish an appropriate scope of work for high priority culvert replacements. The performance period for the UPA Wenatchee Access contract is 05/01/2008 through 03/14/2009 and for the UPA Wenatchee Passage contract it is 06/01/2008 through 03/14/2009. The work for these contracts is part of a multi-year planning process. During the first performance period, high priority barrier culverts will be identified, surveyed, designed and the permitting process will be started. The next performance period will include construction in 2009. Construction for some projects may occur in 2010. The tasks associated with the first performance period are almost identical, and include: environmental compliance, manage and administer projects, regional coordination, a feasibility analysis and biological ranking of culverts, survey and design for culverts, develop a monitoring plan, develop a bid package (but do not go to bid until the next performance period), periodic status reports, and produce an annual report. The performance period schedule is appropriate for the work that needs to occur. The schedule is not being extended for either contract.

The Chelan County Natural Resource Department is requesting that $1,040,315 be rescheduled from FY2008 to FY2009 because the full amount of funding was not needed for the required scope of work for this performance period. These funds will be needed during the next performance period for construction in 2009, and possibly in 2010. Therefore, this request is solely to shift funds from FY2008 to FY2009 so that the projects can be successfully implemented in a manner consistent with project management for culvert replacements. Additional funds are not being requested.
