Proposed Budget for Rescheduled Activities FY 2008: $650,000
Explanation or Additional Information: This re-schedule request is to make the $650,000 remaining from FY07 and FY08 available for expenditures in FY 09. A Wihtin Year Modification is being submitted to BOG simultaneously. The Modification Request itemizes the proposals for project scope changes and implementation schedules.

Note- This project is scheduled for a $130,000 cost share contribution for closing the Oak Flats Acquisition (200719400) project. This may happen in late FY 08 or early FY 09. The re-schedule amount requested would be adjusted based on that closing date.

Two complete barriers to upstream fish migration will be cured.  $275,000  Cost share contribution from Teanaway Watershed Project will enable re-bidding the project for 2009. 
Protect high priority riparian habitat to increase production of salmon in the Yakima Basin  10/1/2007  9/30/2008  10/1/2008  9/30/2009  Oak Flats Acquisition Project requires cost share contribution in order to close the real estate transaction at fair market value.  $130,000  Sufficient funding including cost share from several sources 
Protect high priority riparian habitat to maintain salmon production in the Upper Yakima River.  10/1/2007  9/30/2008  10/1/2008  9/30/2009  Conservation easement opportunity on 400 acre parcel bisected by the mainstem Yakima River in a high priority spawning and rearing reach.  $245,000  Landowner Letter of Intent to sell conservation easement. Cost share contribution is part of the sale price for perpetual easement. 

Please explain why the following alternative funding solutions are not feasible and would jeopardize the project:
Reducing existing scope of project
(i.e., eliminating some activities planned for FY 2008 to accommodate the FY 2007 activities)
The biological objectives of the Project relate to habitat protection, restoration and access. A reduction in scope will result in lost opportunities to accomplish the project objectives during the FY 07-09 period.
Shifting entire schedule
(i.e., deferring some FY 2008 activities to FY 2009 to avoid doubling up on activities this year)
Habitat protection opportunities have emerged that require immediate action. Instream passage projects of great value are ready for on-the-ground implementation. This reschdule request is keyed to these opportunities related to implementable projects in the Yakima Basin.
