Section 2: Financial Information/Budget for Rescheduled Activities
Original Budget for Rescheduled Activities FY 2007: $2,677,040
Proposed Budget for Rescheduled Activities FY 2008: $2,677,040
Explanation or Additional Information: CSKT and MFWP are working with BPA to protect critical fish habitat in-perpetuity through acquisition and conservation easements. The realty staff at BPA have a full workload and as such, may not be able to finish their portion of the review process to fund the pending acquisitions this fiscal year.

This request is consistent with the MOA signed between MFWP, CSKT, and MFWP. As stated in Section 1A of the MOA, “If the Co-trustees fail to expend such funds within a fiscal year, then, subject to capital availability, BPA will continue to make available the balance of unexpended funds together with the funds for the subsequent year so that the full balance will be available to the Co-trustees for acquisition of interests in real property.”

Section 3: Financial Information/Budget for Rescheduled Activities
Activity Description Original Start Date Original End Date New Start Date New End Date Condition/Situation Creating the Need to Reschedule Cost What Will Enable the Work to be Achieved Now?
Acquire properties  10/1/2007  9/30/2008  10/1/2008  9/30/2009  BPA's work load exceeding staff capacity.  $2,677,040  BPA catching up on work load.

Please explain why the following alternative funding solutions are not feasible and would jeopardize the project:
Reducing existing scope of project
(i.e., eliminating some activities planned for FY 2008 to accommodate the FY 2007 activities)
This project solely entails the acquisition of resident fish habitat from private landowners. Landowner negotiations take a substantial amount of time, are sensitive in nature and time dependant. To defer any acquisition to the following year would not represent good faith negotiations and would surely lose opportunities to protect important habitat.

Shifting entire schedule
(i.e., deferring some FY 2008 activities to FY 2009 to avoid doubling up on activities this year)
