Please explain why the following alternative funding solutions are not feasible and would jeopardize the project:
Reducing existing scope of project
(i.e., eliminating some activities planned for FY 2008 to accommodate the FY 2007 activities)
Questions were raised by funders and permitters during project review that require additional time to determine the preferred alternative for implementation in Phase 2. Consequently, a value engineering study is being conducted to review the design prepared by the Bureau of Reclamation to determine the best value. The study is scheduled for October 2008. Completion of the study would allow construction in 2009 for the bulk of the project components. A very limited amount of work is scheduled for this fall (2008), referred to as the Phase 1 contract.
Shifting entire schedule
(i.e., deferring some FY 2008 activities to FY 2009 to avoid doubling up on activities this year)
Completing the limited elements of Phase 1 during the 2008 fish window sets the stage for full implementation of Phase 2 in 2009.
