Explanation or Additional Information: Request to PRESCHEDULE $142,000 from 09 to 08.

This request is to transfer FY09 funds to FY08 to implement an additional fish passage structure that became necessary due to a catastrophic isolated rain event. On July 23, 2008, the Parks Creek (a fish bearing stream) culvert was plugged and the roadway was buried under 15.5' of debris extimated to exceed 40,000 cubic yards. The stream channel, floodplain and riparian areas were all destroyed during the brief event. Without a transfer of funds from FY09 to FY08, necessary restoration activities can not move forward for another year.
