Please explain why the following alternative funding solutions are not feasible and would jeopardize the project:
Reducing existing scope of project
(i.e., eliminating some activities planned for FY 2008 to accommodate the FY 2007 activities)
Shifting entire schedule
(i.e., deferring some FY 2008 activities to FY 2009 to avoid doubling up on activities this year)
Project 1: South Nanamkin Culvert replacement on SR21 (cost share with WSDOT) ($100,000) WSDOT was unable to secure funding in 2008. They have secured funds now and are working with CCT to get a contract in place for the spring of 2009. Project 2: Decomission 10 miles of road ($40,000) Project is unable to be completed due to weather constraints and ground being frozen. Material is too hard to difficult to break up and reslope with excavator. Spring conditions will allow us to move soft dirt and seed immediately behind the work being done. This will help expedite the stabilization of soils. Project 3: Lost Creek fencing project ($33,139) Project is unable to be completed due to weather constraints and the ground being frozen. Erecting a fence in such conditions would certainly lead to failure of project in the spring. We would like to construct the fence in the spring so we can also cement wooden posts in and make the fence more structurally sound.
