Proposed Budget for Rescheduled Activities FY 2008: $1,453,120
Explanation or Additional Information: Reschedule funds from FY07 and FY08 to FY09. This BiOp combined capital project has been delayed due to cultural resources and other factors. Designs for the GFID piping project are now nearly complete and other piping being done by WWBWC is ready to begin.

Reschedule $319,577 from FY07 and $1,133,543 from FY08 to cover construction/ implementation.

Projects are now getting started, with the 2009 spring/summer period a crucial period for getting on-the-ground work done.

Please explain why the following alternative funding solutions are not feasible and would jeopardize the project:
Reducing existing scope of project
(i.e., eliminating some activities planned for FY 2008 to accommodate the FY 2007 activities)
Project 2007-396-00 is a combination of project proposals from the last solicitation. Projects were combined to meet BPA's capital criteria. Reducing the scope of the project would affect the parties' ability to complete their originally proposed work.

Not constructing the pipelines could affect BPA's ability to meet it's obligations under the BiOp.

Shifting entire schedule
(i.e., deferring some FY 2008 activities to FY 2009 to avoid doubling up on activities this year)
Deferring tasks would not help with these discreet capital projects. Funding was requested to cover design and construction and is not necessarily expected to continue into FY2010 and beyond.

Projects are ready to begin this spring/summer, with landowners and partners ready and waiting.
