Explanation or Additional Information: We propose to move $1,896,656 from FY 2008 Expense to FY 2009 Capital. The proposed projects (irrigation diversions and bridges) are "capital" type projects. the rational for moving from FY 08 to FY 09 is explained in Section 3.

GRMW, in coordination w/BPA, planned a suite of fish passage projects (culvert replacements & irrigation diversion reconstructions). These projects were identified in the FCRPS BiOp, or are replacement projects for categories of work named in the BiOp.  10/1/2007  3/30/2008  10/1/2008  9/30/2009  BiOp funds were not made available until mid FY 2008. The projects required Environmental Compliance activities (Cultural Resource, ESA Consultation, Permitting) and design that could not be completed in the short timeframe to be implemented in FY08. NOAA ESA Consultation and permitting has been taking in excess of 8 months to complete. The BiOp funds were allocated in the Expense category but are Capital type projects.  $00  Enable work to be completed now. Environmental Compliance work and engineering designs have been completed, or are in progress, and will be completed in time to contract for FY 2009 funding. 

Please explain why the following alternative funding solutions are not feasible and would jeopardize the project:
Reducing existing scope of project
(i.e., eliminating some activities planned for FY 2008 to accommodate the FY 2007 activities)
Projects were identified, or were replacement projects for named projects in the FCRPS BiOp, and are supported by BPA and local biologists. The projects need to be done to meet BiOP commitments.
Shifting entire schedule
(i.e., deferring some FY 2008 activities to FY 2009 to avoid doubling up on activities this year)
The reschedule does propose to defer projects from FY 2008 to FY 2009. Projects could not be contracted in FY08 due to the late signing of the BiOp.
