BPA Internal/Land Purchase Purchase conservation easement on Zena Property

Proposed action to achieve the objective(s) Trust for Public Lands has a temporary opportunity to acquire the Zena property and work with a variety of partners to develop a management plan that will balance economics and social benefits with wildlife needs and watershed health. Acquisition of the Zena property would protect one of the largest contiguous blocks of mixed hardwood/conifer forest in the central Willamette Valley from conversion and/or development. It would also provide an opportunity to protect and manage for watershed health and critical habitats for fish and wildlife while continuing to employ some of the ecologically sustainable forest management techniques that have governed the property for decades. This would provide an excellent conservation forestry model for small woodland owners throughout the Willamette basin.

Located in the Eola Hills in northeastern Polk County, the 1,466-acre Zena property is comprised of oak woodlands, upland prairies, wet meadows, riparian forests, and mixed conifer forests. These landscapes provide habitat for multiple wildlife species as well as various rare, threatened and endangered plant species, such as Kincaid’s lupine, Nelson’s checkermallow, and Willamette Valley daisy. The headwaters for the Rickreall, Yamhill and Spring Valley watersheds are all located on the Zena property. The Rickreall and Yamhill Watersheds contain coastal cutthroat, Pacific lamprey and federally-threatened Upper Willamette steelhead.

Note: This within-year request only covers a portion of the cost of the conservation easement. The remaining costs will be covered by "prescheduling" the FY2008 capital budget for this project into FY2007 (total amount after Pre-schedule would be approved is $7.5M + $2.1M = $9.6M overall).
