Explain: The culverts that were originally proposed will be constructed with other funding in FY 2007. The Wenatchee Passage Program funding will be applied to other priority fish barrier culverts in the Wenatchee subbasin.

Tributary passage The original projects that were included in the UPA Upper Wenatchee Passage Program (200704200), including the Alder, Beaver and Clear creek culverts, have been funded with Salmon Recovery Funding Board (SRFB) money and are scheduled for construction in FY 2007. For this reason, the Chelan County Natural Resource Department (CCNRD) would like to submit other priority fish-passage barrier culverts for construction with the BPA funding. These potential culvert replacement projects are listed in Section 9. They have been ranked in biological priority using information from the Upper Columbia Regional Technical Team Draft Culvert Priority methodology (UCRTT 2006), the updated Draft Salmon Recovery Implementation Schedule, as well as input from the US Forest Service fisheries staff. The updated Implementation Schedule included Biological Benefit and Social Benefit for project types within each watershed, which provided a priority ranking for projects throughout the entire subbasin. Although the culverts have been listed in a priority order for biological benefit, landowner contacts have not been made for all of the listed culverts. Therefore, if a landowner is unwilling to have a culvert replaced on their property, then other alternatives will be considered. The intent is to replace the most consecutive habitat with the highest priority culverts. Money for the Wenatchee Passage Program will be used for planning, design, permitting, construction and monitoring.

This request was to complete different culverts than were originally in the proposal. Subsequent to the BOG meeting, the sponsor has requested to update the spreadsheet originally in this Within Year, and remove Stormy Creek Passage in the Entiat. Therefore all of the culverts on the updated list will continue to be within the Wenatchee.

Given the revised request, the BOG determined that this request is NOT a change in scope. It is still 100% culverts, and still in the Wenatchee. 

No additional action required, given the clarification of the request (which does not include the Entiat).
