Reduction in existing scope of project: Reducing the "existing scope of the project" will not address the problems with the BPA facility.
Deferral of existing work elements to later date: Many of the maintenance issues are of immediate concern and need to be addressed as soon as possible.

Proposed action to achieve the objective(s) As part of managing and administering this project (#119), we propose to maintain the BPA property on Granger Road and implement the General Road Maintenance Agreement for Granger Road between BPA and Wallowa County. The buildings and grounds were purchased by BPA as future components of the Lostine River Hatchery facility and are part of the final design planning (#170). However, the vacant buildings have not been maintained in the past and are in need of repair. We seek funding to repair plumbing problems and associated damage in both the main house and guest house. Both the wooden batter board siding and wood deck are in a neglected condition. We request funds to clean, stain and seal these wood structures. The surrounding grounds are overgrown with high grass and weeds. This dry plant material has created a severe fire hazard to the BPA property as well as to other neighborhood homes. We seek funding to maintain a greenbelt lawn around the buildings. The unimproved access road (Granger Rd.)leading to the BPA house is maintained by the Nez Perce Tribe through agreement with BPA and Wallowa County. We request funds to implement the agreement and participate with the neighbors in the maintenance of the road.

Does not implementing this modification jeopardize the ability to achieve existing biological objectives of this project, as well as other projects? Yes

Explain: Not implementing this modification will indirectly jeopardize our ability to achieve the objectives associated with the NEOH project. The BPA house and grounds were purchased as an integral component of the Lostine River Hatchery. Not maintaining the BPA house and grounds now will increase future costs and limit funds available that contribute directly towards achieving biological objectives. Not implementing the road maintenance agreement now will create additional maintenance costs and create bad will with the County and neighbors. The public relations objectives of the project will also be enhanced by implementing this modification.

BPA Implementation Plan (NMFS 2004) hatchery BPA provides direction in regards to NEOH in its 2005-2007 Implementation Plan. The plan offers implementation details of the Final Updated Proposed Action (UPAs) for the FCRPS Biological Opinion Remand. The IP states that “BPA will continue to fund RM&E to determine whether safety-net hatchery programs and other UPA hatchery actions contribute to recovery of targeted populations of salmon and steelhead.” Table 19 (pg 37) lists the NEOH project as a 2005– 2007 deliverable objective with the commitment to “continue the planning for future implementation of the NEOH project” (USACE 2005).
NMFS 2000 RPA 176 hatchery Implementation of the Northeast Oregon Hatchery project is specifically identified in the FCRPS Biological Opinion under Reasonable and Prudent Action (RPA) 176, which states: "Based on previous risk assessments, conservation hatchery programs consistent with the safety-net concept already have begun for three populations of spring/summer chinook on the Grande Ronde River and for the single Tucannon River population. Portion of these programs have been accommodated temporarily, but unsatisfactorily, by crowding into existing facilities, with resultant compromises with other ongoing programs. Each conservation hatchery program would benefit from development of an HGMP that identifies the capital and operational needs for these programs and implementation of the HGMP’s findings. The Nez Perce Tribe and Confederated Tribes of the Umatilla Indian Reservation are well along in planning for the North East Oregon Hatchery. Coordination between the existing LSRCP safety-net program and North East Oregon Hatchery planning processes is already occurring to a large degree and should continue among USFWS, NMFS, the states of Oregon and Washington, and the Tribes to provide the best, most efficient and expedient, integration of hatchery programs to meet the resource needs of the region".
NMFS 2000 RPA 8 hatchery This modification will help continue the RPA directive to: "Develop plans for hatchery and harvest measures that provide offsite mitigation".
NMFS 2000 RPA 177 hatchery This modification will help BPA, "begin to implement and SUSTAIN NMFS-approved safety net projects."
