Section 2a: Description (Species Information)
Target Species Oncorhynchus tshawytscha (chinook)

Provide explanations as to why the following alternative funding solutions are not feasible and will jeopardize the project:
Reduction in existing scope of project: This is an emergency condition resulting from a tree falling on and breaching the Project's main ESA salmon rearing building placing fish in jeopardy.
Deferral of existing work elements to later date: This is an emergency condition resulting from a tree falling on and breaching the Project's main ESA salmon rearing building placing fish in jeopardy.

Section 2b: Description (Location Information)
Location(s) at which the action will be implemented
Latitude Longitude Location Description
47 34 14 N 122 33 11 W Manchester Research Station

Is this/Are these the same study location(s) that was/were identified in the original proposal? Yes

Condition/situation creating the need for the modification:
Is the situation the result of a catastrophic event that occurred within the existing location? Yes
Has a habitat/population/mechanical/structural dilemma developed in the proposed study location since the contract was signed with BPA? Yes

Section 2c: Description (Work Element Information)
What work elements in the existing proposal does the proposed modification address?
Work Element Work Element Title
WE 61 Maintain Hatchery Maintain marine culture facilities

Proposed action to achieve the objective(s) The action will restore the structural integrity of the main building used for the marine rearing of ESA listed Snake River spring chinook salmon by replacing, repairing, and painting damaged beams, girts, purlions, roof panels, sidewall panels, and insulation.

Does not implementing this modification jeopardize the ability to achieve existing biological objectives of this project, as well as other projects? Yes

Explain: Not repairing the damage will impose significant biological, physical, and security risks to the fish reared in this building that are being used in restoring Snake River Spring Chinook Salmon populations listed as Threatened under the Endangered Species Act. These fish are the principal source of captive reared fish for Idaho's Project 199700100 (now 200740300) and a major source of captive broodstock for Oregon's Project 199801001 (now 200740400).

Same as in 2007-2009 proposal Maintain Hatchery Maintain marine culture facilities This work encompasses a variety of grounds, building, and equipment maintenance activities required to ensure Manchester Marine Research Station can provide a high quality salmon culture environment for these anadromous fish during the marine portion of their life cycle. The work covered in this Budget Modification Request is for the emergency repair of the principal marine rearing building for the Snake River Salmon. The damage resulted from a tree falling on the building on the night of 10 July 2007. We are currently seeking estimates on cost of repair. I have placed a ballpark quess in estimated budget to indicate this is not a no cost budget modification request. This figure will be updated when estimate received. N/A $50,000 Yes
