Provide explanations as to why the following alternative funding solutions are not feasible and will jeopardize the project:
Reduction in existing scope of project: The project has been slated for elimination after partial funding in FY2008. The project is collecting steelhead and salmon population data from Asotin Creek. However the usefulness of the data go beyond simple stock status monitoring. We provide an explanation of how project data can be used as part of a basin wide supplementation evaluation which is a critical unknown for ESA and for the FCRPS Biological Opinion, and argue for reinstitution of full project funding. If the project is discontinued, valuable, and highly usable reference population data will be lost and if effective supplementation evaluations are to be achieved, a similar reference stream study will have to be initiated elsewhere. This would constitute a significant data loss and delayed opportunity to begin evaluating supplementation against a reference/control population.
Deferral of existing work elements to later date: The project functions effectively at collecting accurate and descriptive population data in its current form. Supplementation evaluations will require full cohort returns from supplemented and control populations of salmon and steelhead before the data are completely useful to describe changes in population productivity or demographics that might result from hatchery supplementation. The Asotin project has been collecting adult and juvenile steelhead and salmon data for four years, can begin providing recruit/spawner data within two years, and is currently informing initial supplementation evaluation comparisons for LSRCP hatchery programs. Sunsetting the project will greatly diminish the value of data already collected by not completing broodyear returns for estimates of productivity. Also, deferring the work until a later date will require another significant capital investment to implement a similar reference stream project elsewhere.

The fundamental nature of the project field activities will remain unchanged. There would be no additions or deletions to the project other than what was recommended and funded in FY2007. Only the focus (purpose for data collection) and usability of the project data to enable evaluation of supplementation actions in other rivers is the purpose of this request.

Explain: Partial funding in FY2008 is to sunset the project. Discontinuing this project eliminates an opportunity to use project data for regional supplementation evaluations; a critical uncertainty identified in the FCRPS BiOp, by the fishery managers, and by the ISRP/ISAB for BPA's Fish and Wildlife Plan.

NMFS 2000 and 2004 hatchery Reinstating full funding for the project will provide steelhead productivity and population demographic data for an unsupplemented steelhead population in the Snake River basin. These data are necessary as a control (reference) when evaluating the impacts and efficacy (costs and benefits) of supplementation as a recovery action in other rivers. Without reference data, natural variability in populations can mask true population response to an action, both positive and negative. Regional fisheries managers desire to know the full costs and benefits of supplementation while there is still time to alter recovery actions if harmful to depressed populations as some hypothesize.

Est. adult salmonid escapement Estimate anadromous salmonid escapement (abundance) in the Asotin Creek watershed above George Creek. Provide estimates for steelhead and salmon, and document bull trout or other species of interest.
Est. juvenile emigration Estimate the abundance, behavior and survival of juvenile salmonids emigrating from the Asotin Creek watershed above George Creek. Document life history pathways and productivity by providing accurate and precise estimates of emigrating salmon and steelhead. In 2007 we propose to test the hypothesis: Ho - Naïve and traditionally handled capture efficiency groups are recovered at the same rate. This is necessary to reduce bias in our estimates by accounting for the potential effects of modified fish behavior after handling.
Archive DNA samples Collect DNA samples for future genetic characterization of the two Asotin Creek focal species above George Creek. Samples will be held by the WDFW genetics laboratory until funds are secured to complete the characterization and comparison of Asotin Creek salmonids to other Columbia basin populations.
Report Findings Report and disseminate Asotin Creek salmonid assessment data. Provide data to regional forums and engage with other researchers as necessary to maximize the usefulness of the data across a broad scope of monitoring and evaluation topics, including: supplementation evaluations, stock productivity trends and changes over time, population response to habitat and hydrosystem modifications/improvements, etc.
