Provide explanations as to why the following alternative funding solutions are not feasible and will jeopardize the project:
Reduction in existing scope of project: We request that the BOG support the reinstatement of the work element "Remove or Relocate Predaceous Animals". We introduced this WE in the '07-'09 proposal as a critical component of mitigation because predation by lake trout in Flathead Lake is reducing native trout and jeopardizing the full range of mitigation programs designed to benefit native fish. The Tribes have used non-BPA funding to build a rapidly growing program to increase the harvest of lake trout by utilizing the angling public through semi-annual fishing contests. In 2007 these contests generated a harvest of 22,000 lake trout at relatively low cost. The ISRP recommended that the contests not be funded. They seemed to fail to understand the value of this approach. They supported reduction of lake trout but questioned if angling alone would achieve our objectives, taking the position that angling alone should not be pursued. Our counter position was that it likely would succeed, but if not it would have great utility throughout the Basin as a well-documented test of a cost-effective and socially acceptable control method. We presented this position to the NPC Council and they responded with positive support. We included this WE in the original proposal because of the growing need for additional funds to sustain the program, as well as to share the burden with BPA who has responsibility for ongoing mitigation as well as to protect their investment in past mitigation efforts that may not generate the desired benefits if they are negated by lake trout predation. The reduction of lake trout in Flathead Lake is critical to bull trout restoration efforts currently being conducted by the State and the Tribes. We are requesting zero additional dollars to complete this work element. We would redistribute our existing approved funds from all other WE's to make this adjustment.
Deferral of existing work elements to later date: This change would not require that any existing work element be deferred. We would fund the proposed work element by redistributing funds from all other work elements, some of which are inevitably delayed because of unavoidable and unforseen changes in timing.

Remove or Relocate Predaceous Animals Conduct fishing contests for lake trout

Proposed action to achieve the objective(s) We currently conduct two fishing contests per year in Flathead Lake to target lake trout. These contests require extensive publicity and management to continue to grow and maintain public support. The first contest in 2002 generated a harvest of about 900 lake trout, and the last contest this year generated a harvest of nearly 15,000 lake trout. We monitor the harvest closely, generating valuable information about angler behavior, lake trout biology, and growth in the contests. Lake trout are an exotic species that are highly suited to Flathead Lake and cannot be eliminated. Therefore our goal is for reduction in a cost-effective and socially acceptable manner that is sustainable over the long term.

Does not implementing this modification jeopardize the ability to achieve existing biological objectives of this project, as well as other projects? Yes

Explain: It is our opinion, that is reinforced by numerous independent experts that we have contracted to review this project (Dr. David Beauchamp, Univ. of Washington, Dr. Michael Hansen, Univ. of Wisconsin, Dr. Lisa Eby, Univ. of Montana, and Dr. Bruce Rieman, USFS), that bull trout in Flathead Lake will likely be extirpated over time if predation by lake trout is not reduced. Numerous studies quantifying predation by lake trout indicate that predation is the dominant factor limiting survival of native trout. Therefore the mitigation program can only succeed if it successfully addresses the issue of lake trout predation. The current method in place to reduce lake trout is fishing contests, and the success of these contests is dependant on additional funding. There has been substantial mitigation done throughout the Flathead Basin, which can only realize it's intended objective if the limiting factor of predation is addressed.

Reduce non-native species Prevent further expansion, suppress, and where possible eradicate non-native species. If we successfully reduce the predation by lake trout then we anticipate the gradual increase of native westslope cutthroat trout and bull trout.
