Provide explanations as to why the following alternative funding solutions are not feasible and will jeopardize the project:
Reduction in existing scope of project: Current scope has been reduced from proposal level. Current funding level (which is below NWPPC recommended funding level) has resulted in large scale reductions in O&M, implementation and M&E work elements. BPA funding for this project has been flat lined for the past 5 years. Current level will result in put existing habitat work at risk and will delay implementation of on the ground projects. Additionally, basin wide and project level M&E data collection will be conducted at a severely reduced level. Several M&E tasks help to assess success for on the ground cooperative projects from Jefferson County SWCD (project # 199802800). This project is in the process of determining the ESA listed fishery population response to a recently installed large scale habitat project along with fishery population response to basin wide ongoing habitat work. Biological data gathered to assess these changes needs to be conducted annually to increase data integrity and will lead to a earlier assessment of population changes and help to determine the degree of success of the various types habitat work.
Deferral of existing work elements to later date: Work elements have been deferred. Additional riparian habitat restoration projects consisting of riparian fencing have been deferred. Cost share elements for active riparian habitat restoration have been eliminated delaying implementation. Maintenance of existing fencing has been patched together as best as possible, but long term repair has been deferred due to lack of supplies. If funding level remains at current level manpower reductions will put past investment at further risk.

Proposed action to achieve the objective(s) Proposed actions and objectives are unchanged from the original project proposal submitted in the project solitiation process. This funding request is necassary to implement project approved work elements. In a review of all Deschutes basin projects submitted to BPA this project was rated the number one priority in the basin. There are no additional actions or work elements proposed.

Does not implementing this modification jeopardize the ability to achieve existing biological objectives of this project, as well as other projects? Yes

Explain: Current project funding level will result in reduced ability to maintain existing riparian fencing and off site water developments. This places past investment and improving on the ground habitat at risk. Monitoring of past work to determine project success and basin wide fishery population status assessment is jeopardized. Ability to enter into cooperatvie projects will be limited.

NMFS 2000, and USFWS habitat This project address multiple biological; management and habitat goals for EAS listed Mid Columbia River Steelhead listed in the Deschutes subbasin plan, and also addresses several goals listed in Appendix D of the NWPPC 2000 Fish and Wildlife Plan. This project has, and continues to, implement extensive instream and riparian habitat improvement projects on a basin wide scale. Continued funding this project will help to meet the numerous biological, management and habitat goals listed in the Deschutes subbasin plan, the 2000 NWPPC fish and wildlife plan, and the 2002 Trout Creek Watershed assessment.

Instream/riparian complexity Apply various habitat restoration methods to increase the instream and riparian habitat complexity. Examples are riparian fencing, berm removal and channel reconstruction. This could include cooperative projects with other agencies and leveraging funds to implement on the ground projects.
SSt smolt monitoring Determine outmigrant population to determine population trend and assess the success of habitat projects.
