Provide explanations as to why the following alternative funding solutions are not feasible and will jeopardize the project:
Reduction in existing scope of project: StreamNet is being asked to expand data development work to extend coverage to all focal species (not just anadromus salmonids), increase data development for resident species, and to extend work with tribes to capture their data. In addition, this is the fifth year that the project has been on level funding, resulting in gradually decreased staffing with resulting decreased data development capabilities. A reduced scope would preclude the ability to maintain existing data services and expand as is being requested.
Deferral of existing work elements to later date: StreamNet has been asked to improve the speed with which data are delivered. Deferring existing work elements would slow data development and delivery, directly working against that primary objective.

Proposed action to achieve the objective(s) Several activities are being proposed.
Option A will restore data development for several subbasins in Oregon and for the mid-Columbia subbasins in Washington, which have been terminated due to staff reductions. All traditional data types (WE titles) will be included.

Option B expands upon Option A and will expand data development work to all focal species, beyond the anadromous salmonids that have been the project's traditional focus. This is specifically intended to support the Status of the Resource report.

Option C will provide additional support for capturing tribal data, through addition of two positions, one each to support data development in the anadromous zone tribes and upriver tribes.


Does not implementing this modification jeopardize the ability to achieve existing biological objectives of this project, as well as other projects? Yes

Explain: Since Option A is designed to restore staff capacity that has been lost, if not funded, we will have to continue with status quo, which represents the fact we had to drop data development work in eastern Washington and in any subbasins in Oregon that we are not able to complete during the year with existing staffing. Not restoring this staff capacity represents a decrease in data delivery under our normal annual work plan.

Options B and C represent extension of work to cover additional species and to capture data created by the tribes, as requested by several regional entities including NED, the CBFWA DMFS, and the Data Management Worksop. Since this is new work, not implementing this modification would not affect previously existing objectives, but would fail to fulfill requests for data to satisfy regional needs including data for the SOTR and to include tribal data.

Full Description
Restore parity-data delivery Option A: Restore parity with previous project capability in order to provide full data delivery and updates as in past years. Data delivery in eastern Washington and in some Oregon subbasins has been lost due to decreased staffing from ongoing level funding, and this proposal would restore that capability to meeting the objective of providing standardized and georeference fish data for anadromous salmonids.
Extend data devel to focal sp. Option B: Extend data development work to all focal species in addtion to the traditional anadromus salmonids. This will include all normal data categories for these species. The objective is to provide data to the Status of the Resource report for all focal species and provide access to those data through the StreamNet online data query system.
Deliver tribal data Option C: Provide assistance to tribes to help develop tribal data management capabilities and to acquire tribal fish data for inclusion in the StreamNet database. This will include the types of data routinely included in StreamNet. The objective is to provide staff assistance, planning and infrastructure development to facilitate data flow.
