Provide explanations as to why the following alternative funding solutions are not feasible and will jeopardize the project:
Reduction in existing scope of project: The FY08 budget has been expended on the Lone Star Ranch acquisiton, and we are already requesting that the FY09 budget be prescheduled into FY08. However, the FY09 budget will not cover the costs associated with the planned acquisitions.
Deferral of existing work elements to later date: The landowners are interested in entering into conservation easements as soon as possible, so opportunity may be lost if we defer into the future.

Proposed action to achieve the objective(s) Acquire a conservation easement on each of the following properties: Zena Addition A is 190 acres immediately adjacent to the Zena property located in the Willamette Valley. The CE will encumber the entire property, and management and restoration activities will coincide with the Zena management plan. Zena Addition B is 160 acres immediately adjacent to the Zena property in the Willamette Valley. The conservation easement will encumber the entire 160 acres, and will mitigate for fish and wildlife habitat. Combined with the Zena acquisition that occured in FY2007, conservation easements on these two properties will create 1816-acre block of habitat that is protected for fish and wildlife.

Does not implementing this modification jeopardize the ability to achieve existing biological objectives of this project, as well as other projects? Yes

Explain: Th landowners are intersted in entering into conservation easements as soon as possible. The opportunity may be lost if we defer into the future, which will reduce our ability to create a larger, contiguous block of protected habitat.
