Provide explanations as to why the following alternative funding solutions are not feasible and will jeopardize the project:
Reduction in existing scope of project: We can't reduce the existing scope because we have already spent the budgetted capital and matching funds as originally proposed on successfully acquiring an easement on 1244 acres during 2007. The proposed modification, acquiring fee title interest to 272 acres supporting Fender's blue butterfly, Oregon white oak woodland, Douglas fir forest, prairie and riparian forest; addresses identified mitigation needs in the Willamette Basin and needs to be completed in whole or not done at all.
Deferral of existing work elements to later date: Deferal of existing work elements is not possible because they have already been completed. The new work elements (acquisition of additional acreage) can not wait. The parcel is on the market now. It will either be acquired for conservation purpose now or the opportunity will be lost.

from willing seller.

Does not implementing this modification jeopardize the ability to achieve existing biological objectives of this project, as well as other projects? Yes

Explain: Successful acquistion of this parcel will create the first permanently protected
Fender's blue butterfly and Kincaid's lupine population in Yamhill County and
represent a substantial step towards recovery of both species in the northern
recovery zone. Failure to achieve successful acquisition will represent a loss of
opportunity for the largest and healthiest known population of Fender's blue in the
northern Willamette Valley.
