Provide explanations as to why the following alternative funding solutions are not feasible and will jeopardize the project:
Reduction in existing scope of project: This is a no-additional-cost request to transfer FY09 funds to FY08
and modify the original proposal to include work elements to acquire
a Conservation Easement on the Wapiti Meadows Ranch.

This is a request to transfer FY09 funds to FY08 to implement an
additional fish passage structure that became necessary due to a
catastrophic isolated rain event. On July 23, 2008, the Parks Creek
(a fish bearing stream) culvert was plugged and the roadway was
buried under 15.5' of debris extimated to exceed 40,000 cubic yards.
The stream channel, floodplain and riparian areas were all destroyed
during the brief event. Without a transfer of funds from FY09 to
FY08, necessary restoration activities can not move forward for
another year.

In addition, this is a request to modify the project proposal to
include the acquisition of a conservation easement, in perpetuity, on
the Wapiti Meadows Ranch along Johnson Creek in the South Fork Salmon
Watershed. This opportunity surfaced once this contract was inplace
and the NPT had begun Management and Cooperation activities with the
different agencies and multiple National Forest districts within the
project area. Willing partners are the Boise National Forest, the
Rocky Mountain Elk Foundation, the Nez Perce Tribe, and potentially,
the Bonneville Power Administration.

land boundary surveys, provide legal descriptions, perform hazardous waste
assessment, identify minimum habitat units, and the definition of the easement terms
and conditions.


Does not implementing this modification jeopardize the ability to achieve existing biological objectives of this project, as well as other projects? Yes

Explain: Due to a catastrophic rain event, it has become necessary to address the Parks Creek bridge. The stream channel, floodplain and riparian areas were all destroyed during the brief event. Without a transfer of funds from FY09 to FY08, necessary restoration activities can not move forward for another year.

The proposal to develop a conservation easement, in perpetuity, on the Wapiti Meadows Ranch along Johnson Creek in the South Fork Salmon Watershed surfaced after this contract was in place. The NPT has initiated managment and coordination activities with different agencies. Willing partners include the Boise National Forest, the Rocky Mountain Elk Foundation, the Nez Perce Tribe, and potentially, the Bonneville Power Administration. Without the approval of this change in scope to include the acquisition of a conservation easement, this opportunity may not present itself nor the partners with their contributions be available.

NOAA Fisheries 2004, NWPCC 2004 habitat The Wapita Meadows Ranch Conservation Easement will protect 137 acres of moutain meadow habitat along 0.75 miles of Johnson Creek, a tributary to the East Fork South Fork Salmon River. The bulk of the 0.75 miles of stream is documented salmon spawning habitat as well as documented habitat for bull trout and west slope cutthroat trout. Additionally, 0.75 miles of riparian habitat will also be available for protection and enhancement activities in the future.

Please see the preschedule for the culvert part of this request.  Sponsor needs to write a narrative for road decommisioning and easement for ISRP Review. This request will be pooled up for fourth quarter review and a November decision.

Modifying the project scope to include the work elements necessary to pursue a conservation easement on the Wapiti Meadows Ranch will take full advantage of current partnering and cost sharing opportunities.
