What work elements in the existing proposal does the proposed modification address?

This modification request will add a new WE 55 Upland Erosion and Sedimentation Control Planning for Erosion Control of Upland Areas of Big Canyon Creek tributary to Mill Creek
This modification request will add a new WE 38 Improve Road Planning and Design for Improvement to road that was damaged during the flood in May 2008.
This modification request will add a new WE 29 Increase Instream Habitat Complexity. Planning and Design for stream habitat improvment due to damages created by flooding in 2008.
This modification request will add a new WE: Planning/ Design for Specifications of Restoration This work element covers planning and participation in the design (funded by the Forest Service) for these projects.
This modification request will add a new WE 30 Realign, Connect and/or Create Channel Planning, design and implementation of stream channel modification due to May 2008 debris slide.
This modification request will add a new WE 180 Enhance Floodplain Planning, design and implementation of floodplain restoration due to May 2008 debris slide.

Proposed action to achieve the objective(s) The addition of these work elements will expand this project so that it covers work associated with severe damage and substantial sedimentation of Mill Creek and its Big Canyon Creek flood that occurred in May 2008. These will include upland sediment control, undersized culvert/bridge replacement, and improvements to the stream, riparian, and road in the lower watershed.

The addition of this work does not require additional funds, as there are funds left over from the implementation of a culvert replacement in 2008. The implementation of the culvert was less expensive than anticipated in the origianl budget estimate.


Does not implementing this modification jeopardize the ability to achieve existing biological objectives of this project, as well as other projects? Yes

Explain: Due to a catastrophic rain event in May 2008 within the Mill Creek drainage, severe flooding that resulted in the Big Canyon Creek tributary culvert being washed out, three landslides, and road and riparian area being washed out. The habitat that was destroyed is in the lower 3 miles of the stream, which is the migration corridor to the entire watershed. The riparian/stream improvements are critical to the success of the restoration of the watershed as a whole.
