Provide explanations as to why the following alternative funding solutions are not feasible and will jeopardize the project:
Reduction in existing scope of project: We are requesting that $55,000 be reassigned from BPA project 1990-055-00 to BPA project 2003-017-00. The Idaho Department of Fish and Game currently uses $55,000 annually to operate a rotary screw trap in the lower Secesh River (tributary to the South Fork Salmon River (SFSR)) for the purposes of estimating the abundance of juvenile spring/summer Chinook salmon (Oncorhynchus tshawytscha) and steelhead (O. mykiss) under BPA project 1990-055-00. The Integrated Status and Effectiveness Monitoring Program (BPA project number 2003-017-00) proposes to consolidate the operation of the lower Secesh River rotary screw trap with a proposed rotary screw trap for the lower mainstem SFSR and an additional trap operated on Johnson Creek by BPA project number 1996-043-00 (Johnson Creek Artificial Production and Enhancement (JCAPE) Monitoring and Evaluation). By consolidating the operation of these three traps, the proposed trap on the lower mainstem SFSR can be operated at no additional cost above and beyond that currently expended for the operation of the Secesh River and Johnson Creek traps. In short, the operation of the existing rotary screw traps operated in the Secesh River and Johnson Creek will be unaffected, and an additional rotary screw trap (on the lower mainstem SFSR) can be operated for no increase in cost. The rotary screw trap on the lower mainstem SFSR will fill a gap in juvenile abundance identified as a weakness in numerous forums, including the Collaborative Systemwide Monitoring and Evaluation Project (CSMEP; BPA project number 2003-036-00). The proposed budget transfer would be permanent, and would increase the budget of project number 2003-017-00 by $55,000 annually, and decrease the cost of project number 1990-055-00 by $55,000 annually. The project managers affected by this proposal, Idaho Department of Fish and Game and the Nez Perce Tribe, have agreed that this approach represents an opportunity to improve sampling efficiency; and further agree to the proposed transfer of funding.

Proposed action to achieve the objective(s) We propose to consolidate the operation of rotary screw traps operated in the lower Secesh River (project number 1990-055-00), Johnson Creek (project number 1996-043-00), and the proposed trap for the lower mainstem South Fork Salmon River (project number 2003-017-00). Consolidation of these trapping efforts would enable a single crew to opeate all three traps for no additional cost above and beyond current annual expenditure to operate the traps on the lower Secesh River and Johnson Creek.

Explain: Yes. Failure to consolidate these efforts by transferring $55,000 from project 1990-055-00 to project 2003-017-00 would result in the inability to operate the proposed lower mainstem South Fork Salmon River rotary screw trap.

2000 habitat The 2003 RME plan accompanying the 2000 Biological Opinion identified the need for "Pilot Projects" to initiate population and habitat status and trends and habitat action effectiveness evaluations to determine whether the offiste mitigation actions, in the form of tributary habitat restoration, could offset mortality attributable to the operation of the Federal Columbia River Power System as described in the Reasonable and Prudent Alternatives. The "Pilot Projects" became the Integrated Status and Effectiveness Monitoring Program (ISEMP; BPA project number 2003-017-00). The actions proposed in this budget modification support the implementation of ISEMP in the South Fork Salmon River Subbasin.

Monitor productivity This project seeks to relate changes in habitat quality to changes in the freshwater productivity of ESA listed spring/summer Chinook salmon and steelhead. The relationship between the freshwater productivity of listed anadromous salmonids and the quality and quantity of freshwater habitat is not well quantified. As a result the efficacy of habitat restoration actions proposed to recover listed stocks of anadromous salmonids remains unknown. This project is focused on quantifying the realtionship between habitat quantity and quality and freshwater productivity as a means to determine whether offsite mitigation actions can achieve the benefits anticipated in the Biological Opinion on the FCRPS.
