Reduction in existing scope of project: We can't reduce the existing scope because we have already spent the budgeted capital and matching funds as originally proposed and ammended in 2008 on the successful acquisition of 1244 acres in 2007 and 272 acres in 2008. The proposed modification is to acquire an additional 10.45 acres in fee title interest and 469 acres in conservation easements supporting Fender's blue butterfly, Oregon white oak woodland, Douglas fir forest, prairie, riparian forest and wetlands addresses identified mitigation needs in the Willamette Basin.
Deferral of existing work elements to later date: Deferral of existing work elements is not possible because they have already been completed.

Proposed action to achieve the objective(s) Acquire fee title interest in the 10.45 acre Watson Property, Lane County, Oregon; acquire a conservation easement interest with active management rights to 150 acres of the 160 acre Smith Property, Polk County, Oregon; and acquire a conservation easement interest with active management rights to the 319 acres of the 350 acre Gahr Property in Yamhill County, Oregon from willing sellers.

Does not implementing this modification jeopardize the ability to achieve existing biological objectives of this project, as well as other projects? Yes

Explain: Successful acquisition of the Watson and Smith parcels will enhance habitat for numerous focal species identifed in the Willamette subbasin plan and substantially increase protection of key Fender's blue butterfly populations in both the south (Watson) and north (Smith and Gahr) recovery zones of the Willamette Valley; and will represent a substantial step towards recovery in both locations. The Gahr acquisition will be the first protected property in Muddy Valley, a key location for future conservation of a landscape scale example of oak and praire habitat in the northern Willamette Valley. Failure to achieve successful acquisition at these sites will represent a substantial lost opportunity to build upon successful conservation efforts targetting Fender's blue butterfly and other prairie and oak dependent species, including projects implemented by: the BPA / NWPCC, the USFWS, the NRCS, The Nature Conservancy and many others.

Improve population trend Protect and manage 479.45 acres of oak woodland and savanna, prairie, wetland and riparian and conifer forest habitat to improve population trend of focal species identified in the Willamette subbasin plan, especially Fender's blue butterfly, Kincaid's lupine and Nelson's checkermallow; but also numerous typical and imperilled plant and animal species. The Willamette Subbasin has undergone extensive alterations from human settlement including the loss of more than 98% of prairie and oak savannas and 85% of all oak habitats. Only 5% of the Willamette Valley is in public ownership, less than half of which is managed for fish and wildlife habitat. The need to protect and restore remnants of these habitats in priority conservation areas is identified in the Willamette subbasin plan as a critical strategy for maintaining populations of associated native wildlife and reversing declines of associated at-risk species.
