WE 70. Install Fish Monitoring Equipment - Install Flow Velocity Enhancement System (FVES)

Proposed action to achieve the objective(s) The objective of this innovative project is to document the capability of a Flow Velocity Enhancement System (FVES) to direct migrating fish to specific locations, i.e. a fish trap, through the use of mechanically-induced flow and turbulence in reservoir environments. The summer 2008 test (directing acoustic-tagged smolt into a trap) was prevented by unusual debris, which prevented setting the trap while the tagged fish were in the test reach and monitored by USGS. We have tracking data, but not trapping data. Because we have funds available, we will duplicate the test this summer, without the acoustic tags or USGS monitoring. However, Tacoma Power personnel will empty the trap, count fish, and Natural Solutions will draft a report on the results.

Explain: Implementing this modification simply allows Natural Solutions to utilize funds already allocated to the project to retest the capability of the FVES to direct fish - this time directing fish into a trap.

NMF hydro The Northwest Power Planning Council’s Fish and Wildlife Program and the National Marine Fisheries Service BiOps contain elements associated with flow augmentation. These actions are presumably based on the premise that increased flows in the river result in decreased fish passage time and therefore increased survival. This demonstrates the wide held belief that fish respond to water velocities. Project 2007-535-00 focuses on an alterative approach to providing the migrational cues provided by bulk flow. Specifically, this project tests the ability to induce flow and turbulence in specific zones of the reservoir to guide or steer them to routes of safe passage or to containment or capture areas.

6/26/2009 John Piccininni BPA In addition to the explanation by Jean Johnson of Natural Solutions for extending the project , I'll add the following: 1. This is one of the Innovative projects selected in 2007. Its objective is to show that the FVES technology is effective in redirecting migrating fish. The slides and video clips Dr. Coutant presented at the December 2008 AFEP meeting demonstrated that an attractive flow was created during the test on Riffe Lake. To consider the test a success it must be re-created in the same location using the fish trap that could not be deployed safely last summer. Significant cost share from Natural Solutions and other entities in the project area makes this possible. 2. Testing the technology also supports the 2008 NOAA Biological Opinion. The FVES has potential application at mid-sized dams including several on the Willamette and Yakima Rivers. This summer I will recommend that appropriate staff from the Corps and Bureau be invited to observe the confirmation test. BPA cannot continue to fund Innovative projects after the technology has been tested. EPRI asked Natural Solutions to test the technology's ability to redirect debris away from nuclear power plant intakes. 3. Contract extension will allow more time for authors of the Annual Report and Journal article to incorporate review comments into these reports. This will allow more interaction at regional conferences such as AFEP and the NPPC meeting in December. My recommendation as the BPA Project Manager/ COTR is to extend the performance period to mid-February.
