Provide explanations as to why the following alternative funding solutions are not feasible and will jeopardize the project:
Reduction in existing scope of project: This is a new work element that will be added to the project to obtain critical shoreline erosion information that will allow BPA to make decisions on water storage and release at Lake Pend Oreille this winter. All funds for this project are currently allocated for other monitoring and mitigation activities. Transferring existing funds to the new work element would jeopardize the completion of the other activities.
Deferral of existing work elements to later date: Deferral of existing work elements to a later date would have a detrimental effect on the bull trout and kokanee salmon populations of Lake Pend Oreille. Deferral of lake trout control could undo the suppression efforts of this project. Deferral of existing monitoring work elements would result in the loss of a season of important monitoring data.

LIDAR flight BPA proposes to generate a LIDAR map of Lake Pend Oreille from Cabinet Gorge Dam downstream to a mile past Albeni Falls dam. Funds from the within-year requests will cover this cost, and data will be shared with IDFG, COE and the Kalispel Tribe. BPA is requesting a budget increase because all funds from the above contracts are allocated to accomplish other work elements. This data needs to be collected by mid-November 2009 so that snowfall and snow cover do not distort the LIDAR images. The map will include any wetlands, islands or exposed areas from elevation 2062.5 down to elevation 2051. The features we are interested in are areas within the operating range of the dam. Data will be taken in a one mile swath around the lake boundry (water elevartions can be filled in between shorelines); mud, gravel, vegetation types (milfoil,grass, shrubs, trees), roads, boat ramps, and docks (private and public) will be identified. BPA and the COE will use the information to determine the effects of winter lake level fluctuations between elevation 2051 and 2056 from late December 2009 when kokanee spawning is complete until April 2010. IDFG and the Kalispel Tribe have expressed concerns that fluctuating lake levels will erode wetlands and damage biological and cultural resources in the Clark Fork Delta, Pend Oreille River, and Priest River delta. These LIDAR images will provide a baseline inventory to begin to address these concerns. The additional flexibility will be utilized by BPA and the non federal generator to meet peak loads in a more cost effective manner.
